Marc Ravelomanana and Didier Ratsiraka signed yesterday an agreement under AUO patronage.

Dakar Agreement : a step

From my point of view, this agreement is as a step. Let see now the
application and especially the first element :the raising of the barriers
and the end of violence.

DAKAR AGREEMENT

Didier Ratsiraka,
President of Republic and candidate to Madagascar Republic
Presidence, from one side,

Marc Ravelomanana, candidate to Madagascar Republic Presidence, from the
other side,

Under the patronage of AUO represented by their General Secretary M. Amara
Essy and UNO represented by M. Ibrahima Fall, personal representative of UNO
General Secretary, all of them assisted by the undersigned heads of States
as facilitators, have agreed to decide on the following :
Considering that Supreme Court Administrative Chamber order n 4 from April 16
2002 implies a new account of the ballots,

Article 1 : Both parties agree that in the hypothesis where no candidate
obtained the required majority to be elected in the first tour of ballot, a
popular referendum concerning the choice between the two candidates will be
organized with United Nations, AUO, European Union and international
community
assistance in a delay maximum of 6 months.

Article 2: In these conditions, a transitional government of national
reconciliation will be set up according the following principles: – Prime
Minister will be designed in a common agreement between Marc Ravelomanana
and Didier Ratsiraka. – for the five supreme ministries M. Ravelomanana will
propose 2 personalities for Interior and Finances – all other government
members will be designated in a common agreement for half of each by Didier
Ratsiraka and Marc Ravelomanana.

Article 3 : Both parties agree that upon the results will be announced to set
up an Higher council for transition period and its mission will be secure
this transition period. M. Ravelomanana has been appointed as President of
this institution with the formal rank of second personality of the state.

Article 4 : Instead of the actual national electoral committee, they have
created an independent electoral commission in charge of the organization
and the preparation for the popular consultation.

Article 5 : Didier Ratsiraka and Marc Ravelomanana commit further to the
signature of the present agreement to re-install the freedom of moving for
persons and goods, the immediate stop of all threats and violence on persons
or goods, the dynamiting of the bridges and the raise of all the barriers on
the whole national territory. Dakar on April 19 2002
