The exceptional state controled fuel price measure is not yet lifted although the ruling power recently conceded a consuming fuel price rise. Oil companies would have imposed a far larger rise than 50 ariary per liter anyway in accordance with the world market. The HAT is straining to deactivate a social and economic crisis through a second to none solution: selective supply cards.

Fuel supply card: a technical solution which does not settle the issue

 
The limited rise dedicated to transportation professionals is still largely a cause for concern. The HAT is responding by a call upon Moneytech, a Malagasy corporation producing electronic banking cards. Electronic cards are deemed to be granted to transportation companies, as well as exceptional prices.  
Some 5000 cards are expected to be shared out and and used in May 2011 in Antananarivo. Regional implementation will have to wait 2 or 3 months. Moneytech argued that state specifications have not yet been provided. The ultimate goal is of course the way to maintain transportation prices the way they are.  
Those cards to be produced by Moneytech are actually not the very first ones ever. Fuel supply cards have long been operational in some companies. “Are we going to have prepaid cards, just like those used by managers? Some of those were once used for phone calls, weren´t they? But there is actually no money to afford credits, not even for one week long supply.  
The issue is however not jeopardizing the daily supply process. Transporters will be able to buy diesel on a daily basis as many times as they are used to, and pay the same price as individuals. The card is mainly expected to enable the Road Transportation Agency to trace fuel purchases and consequently keep the repay of subsidies under control.  
The vehicle´s plate number, the owner’s name, the fuel quantity, the operation´s day and the hour, the amount, the gas station attendant’s identity… information will be transmitted to a server. This system is supposed to improve the management of state subsidies. The former system consisted in repaying 440 ariary per liter for the consumption of 30 liters of diesel a day. The present state capability is however still a mystery. Moneytech´s  electronic cards are at any rate ready. The transportation professional is going to pay no other consuming price, will however receive subsidies from the state´s RTA.   
The fuel supply card is anyway not the solution to the main issue. How much and how long are still to be defined concerning subsidies, happening to be totally unplanned in state expenses. The HAT might well be compelled to resort to a legal alteration. Timing is perfect since the parliamentary session begins on May´earliest days. The Convention completely controlled by the Rajoelina sphere will without surprise grant its leader the law he needs, namely to keep consuming prices under control during six months
