Hotel Panorama charter: the striking political manipulation behind democratic principles

The idea of a Charter built by Madagascans would come the “Republic’s Mediation”. The fact that mediator Monique Andréas Esoavelomandroso has been named during Marc Ravalomanana’s term in office, is the Rajoelina mobility’s only advanced argument to provide legitimacy to this attempt to gain validation for its charter and therefore its power, without having to compromise under international mediation. 

It didn’t matter how much did the consulted Madagascan experts call upon the necessity of political agreement in order to find an exit from the crisis, the Panorama meeting only allowed the HAT and its allies to harmonize their views. 

Thereafter, the path is likely to be quite long, because there are still three other mobilities to convince. The noble democratic principles in theory conferred by this charter to the transition can however not be recognized. The experts recalled that the political amnesty, even a general one, is necessary, but should not encourage a culture of impunity. 

The transition’s charter should reflect the separation of powers to be established for the next Republic. This has already been ruled out in advance, since the text signed by the Rajoelina mobility and its allies give absolute control on legislative and ministerial organs to Mr Super Chief of State. 

The charter project discussed at Panorama hotel pretends to make the transition’s organs more lively and democratic by operating a small political opening. The trick is to get the labels “consensual” and “inclusive” while dominating the Republic’s different institutions at the expense of the real democratic essence. 

With the Republic’s Mediation, its allies from the HAT and the government of transition on its sides, the Rajoelina mobility got the support of other lower-mobilities. For the first time, the “Pierrot Rajaonarivelo” mobility, the seceding wing of Didier Ratsiraka’s Arema party, appeared. The political parties present at the Panorama hotel are those represented in the regime of transition, that is to say the Fanavaozana AKFM, the Leader Fanilo, the MT, the Monima and so on… 

The HAT tried to include the” “Ravalomanana mobility” in the Panorama Charter by inviting the democratic alliance, the movement militating for the return to constitutional order which means the restoration of the elected president. The small manipulation didn’t work. The Ratsiraka and Zafy mobilities didn’t recognize this charter. 

The pro HAT meeting’s humiliation at the Panorama hotel might be the pro TGV national conference’s fate. Andry Rajoelinas and its allies keep on trying to save their faces through…one-sided spare plans.
