Until a real political consensus comes up, the HAT is fueling its propaganda for unilaterally casted election expected to be nationally and internationally accepted. Support from international partners is however much more expected than the three spheres´ collaboration into granting legitimacy to the electoral commission. The international recognition remains a goal before or after elections.

Settlement of the crisis: elections to do away with consensus?

 

“Elections have to be elected during this year 2011 whatever it takes “, so reads the HAT´s and extended Rajoelina sphere´s creed. The opposition´s three spheres are presented as opposed to the elections. The dictating authority and its allies vehemently keep on preaching that legislative and presidential elections are the single and earliest possible settlement of the crisis. The HAT wnats to cover the institutional crisis up and shortenthe political crisis his way. 

A question remains. Is the organization of an unilateral election without a true consensus be accepted by all Malagasy and recognized by the international community? The HPM which rallied the HAT at the expenses of the Zafy sphere displayed evidences of realism. It reiterates that the political crisis´ solution would be no election but rather talks. The HPM is holding the eventual elections as the key to democratic structures after the settlement of the crisis. 

The HAT does not have it this way since its strategy consists into linking elections to the settlement of the political crisis. According to the president of the CST, the Rajoelina sphere´s fake senate, the rules of game have to made clear. “Every side must take part  into the organization of the vote in order to avoid potential contestations “, insisted Dolin Rasolosoa. “The seats dedicated to the three spheres are still available at the CENI (the HAT´s electoral commission). Do take them, so that chances be made equal”. 

Cooperation from three spheres is compulsory for the sake of having believable elections potentially accepted by everyone. Yvette Sylla, the HAT´s foreign minister of the HAT in charge of getting international recognition for the HAT is conscious of the issue. “The elections are deemed to display evidences of inclusiveness and national unity. Calling upon the three spheres to integrate the CENI for the sake of the election´s credibility “. she argued. After the convention and the government, the CENI is deemed to be the next institution expected to welcome dissidents from the three spheres. 

The opposition´s three spheres require the settlement of the crisis through the erection of a consensual and inclusive transition prior to addressing any election. Dr.Simao´s draft theoretically offered ” royal power” to Andry Rajoelina so that it would be using it to erect a true national unity leadership and open up the parliament to the three spheres. 

The dictating authority´s leader´s renewal of its Prime minister´s mandate has ruined Leonardo Simao´s expectations. The chief of Mauritius´ diplomacy deemed to defend the HAT´s cause before the SADC recognized that the draft could well be modified before being signed. Andry Rajoelina has had a chance to change the odds. A verdict will come on May 20th during the SADC´s summit.
