Against all odds, Andry Rajoelina decided to make the move following his threats to keep on working with the current governmental staff. He meant to send a strong signal by holding a Cabinet meeting concerning the year 2010's budget plan. This political hold-up against the national unity government has been boycotted by the executive layer's leaders empowered after the Addis Ababa stage.

Year 2010’s Finance Law: the Rajoelina mobility led hold up

The Roindefo government’s train, now driven by Andry Rajoelina, keeps on steaming. Iavoloha welcomed one Cabinet meeting in total violation of the agreements established in Maputo and Addis Ababa. The move is unilateral and logically contested by the other mobilities which want the year 2010’s budget plan to be elaborated by the new government. The Transition’s Co President stemming from the Ravalomanana mobility boycotted the Council. He warned, thereupon, that decisions emerging from such a Cabinet meeting are “illegal and ineffective”; the composition and the decision to hold the Cabinet meeting being full of irregularities, according to the Transition’s Charter. These decisions will be able to come into force, if and only if the Co Presidents agree to sign up.   

 

Nothing has been decided yet in Iavoloha. The Cabinet meeting granted a platform to the Treasury secretary in order to explain the stakes of the 2010’s budget plan and to give instructions to ministers and present secretary generals about the organization of expenditures. Austerity is to remain the chorus. In spite of a slim budget surviving as best as possible thanks to extremely reduced public investments, the state is pledging to afford  the organization of various elections. The bottom end of the problem is as understandable as the lack of time to complete and vote the project. The debate concerns the shape.  

 

Andry Rajoelina tries to rule unilaterally on a fundamental question: State budget. The president of the transition had, besides, sharply tried to downsize the transitional Co Presidents’ roles to those of Presidential, and not National, Council’s Co Presidents. According to the young TGV, he is the decision maker while the other two – Fetison Andrianirina and Emmanuel Rakotovahiny – are only being held aware of the decision. In clear words, Andry Rajoelina tried to make believe that both of the Co Presidents are restricting to beverage management in Cabinet meeting, and that countersignature is off the point. Family life looks tense.  

 

Although Fetison Andrianirina was seen nowhere in Iavoloha during this Cabinet meeting with the former Roindefo II government, Emmanuel Rakotovahiny was. The Transition’s Co President stemming from the Zafy mobility has been “ignored” by Rajoelina’s ministers. The fact of failing to stand up to welcome the entering Co President is in no way a lack of courtesy, but definitely “a political gesture which emphasizes non recognition”. As well as his counterpart Fetison Andrianirina, Emmanuel Rakotovahiny finally questioned the composition of this Cabinet meeting.  

 

Andry Rajoelina puts it this way: ” the continuity of the stat “. Nathalie Rabe, government’s spokeswoman and minister for Communication, outlined the emergency, and the possibly 26 to 30 days long development of the budget plan. Everything could have been all right for the Rajoelina government, had Eugene Mangalaza, national unity Prime minister, been involved in this Cabinet meeting. The chief of the national unity government already pledged to accept any proposal from the political mobilities for the construction of his staff. Andry Rajoelina, however, wants to impose his alleged veto and his criteria to receive or turn down the nominees. He even dared to ask Eugene Mangalaza for explanations about the government’s failed constitution. The latter has turned into the favourite target for the Rajoelina mobility’s propaganda press which accuse him of serving Didier Ratsiraka’s biding instead of the Transition.
