The second main figure in Andry Rajoelina's de facto Transition has been confirmed as such by inheriting the mission to constitue an inclusive government. Monja Roindefo is standing by young graduates to recruit, in 72 hours, the few ministers who are going to complete his government.

Government Monja Roindefo II: making a consensus of the unilateral

  

The president of the HAT is asking his Prime minister to constitute a power sharing government, by a one-sided initiative logically contested by the three other mobilities. As this government is being slammed from scratch, Monja Roindefo is straining to tamper the tone. “It will be a neutral, inclusively and consensually composed government”, he said. 

Andry Rajoelina’s Prime minister is immediately putting contradiction forth. 70% of the ministerial jobs will be de facto attributed to the Forces of Change, the alliance which fought hard for the Rajoelina-Monja Roindefo couple on top of the transition. Mahazoarivo kept away from telling about the number of loyal ministers to be appointed. In any case, the list is very likely to grow: “some directions will become ministries or state secretaries”. 

Prime minister Roindefo is claiming this majority within the government whereas the three other mobilities are denouncing the hold-up. “the Forces of Change can legitimately claim the majority because they are (supposedly) the largest in size in terms of political party number”, he declared. 

The TGV government chief thanked these parties for their support. He appeared grateful to the president of the HAT for the renewal of his confidence, as well as to the armed forces “that support the setting up of a steady government”.  

  

What is the Monja Roindefo government II going to be made of? “We are not only calling upon figures from the Rajoelina mobility; a share will be given to the other mobilities, the other parties, the civil society and economic operators…” The TGV Prime minister is also standing by the three other Ravalomanana, Zafy and Ratsiraka mobilities. 

He is, however, appearing realistic. “One will see about the non-participation of these three mobilities “, said Monja Roindefo. The Rajoelina mobility’s strategy of giving an inclusive and consensual aspect to its government, consists in baiting and corrupting figures from the TIM party or the so named legalistic democratic alliance. “There is already been availabilities” hinted Monja Roindefo. 

The Roindefo government is the implementation of Andy Rajoelina’s will to govern the country as if he had been mandated by free and fair elections. The government’s mission is to insure security, improve the Malagasy people’s living standard, to apply good governance and to secure the path toward the 4th republic”. 

Although Monja Roindefo stated that “the Maputo I mindset has, in general, been respected “, the three other mobilities condemned the one-sided initiative and the lack of consensus. And yet, Andry Rajoelina aimed to satisfy the ICG’s expectations of a power sharing government in Madagascar. Baiting and corrupting figures from the other mobilities is the TGV’s attempt to get recognition of the…de facto consensus.
