President Hery Rajaonarimampianina does not lose his cold blood in spite of his majority' suffered blow at the National Assembly in the run of the battle for the Prime Minister's position. He stoically conceded that his prime minister will have to be proposed by Andry Rajoelina's MAPAR group which claimed 49 seats out of 151. The country's new helmsman declared that the choice would have to emerge from negotiations alone and denies any argued international pressure.

Prime Minister and majority: the President’s next challenges

Following the victory of the pro-Rajoelina majority over the alliance basically supposed to represent the presidential majority, and the election of the National Assembly’s chairwoman, the President suffers his first political setback. As for the nomination and appointment of the future Prime Minister, “it does not change a thing, dialogue remains as essential as before, there is nothing to be enforced” he said.

Rajaonarimampianina displayed evidences of fair play, welcomed Christine Razanamahasoa’s victory, and justified his attempt to bring all the other parties attending the Assembly outside the Special Parliamentary Group together against the MAPAR group. “Bringing people together is a matter of principle to me. I see neither defeat nor victory at all. Had there been any score sheet of 100%, this would have been a serious concern. ” The new president fancies a pattern made of several political forces fiercely competing with each other. “The State needs stability if we ever want to develop this country; stability requires attention to be granted to whoever able to work with the president … We set up the Platform for the Presidential Majority precisely to this end. There should be no exclusion: I am ready to work with everyone” declared Hery Rajaonarimampianina
The nearly fenceless openness wanted by the President elected as such on December  20th 2013 is likely to reflect on the appointment of his Prime Minister. Hery Rajaonarimampianina is both negotiation and cold war with Andry Rajoelina. The Mapar not afraid to see the prime minister to escape, he must still fight to impose the former head of the Transition to the head of government.
Balance of powers and negotiation for the selection of the Prime Minister
The president, whose allegiance goes to the Hery Vaovao party, imposes his power step by step and has no need of a prime minister with an attitude. “The State’s general political line is set by the President, then capitalized by the government. It takes a capable person who has the will to do it.” as he said, the Prime Minister will have to see to it that the President’s plans come true. And the President seemingly gives paramount importance to economic development and reconciliation missions failed by MAPAR group.
The formation of the unity government wished by Hery Rajaonarimampianina happens to be a complex issue, everything though, but a MAPAR dominated government. Is Andry Rajoelina a fit technician at all who will boost economic growth, a suited conciliator will unite all political forces? A remake of Wladimir Putin’s trick which would lead the former leader of the Transition to remain in as prime minister before winning elections again in 2018 is actually no comfort at all, neither to the HVM, nor the world community.

It would flow into the Opposition to the government, but pledge an alliance with the president.
