It is a second disappointment for the legalistic supporters of president Ravalomanana. The 13th Summit of the African Union held in Syrte in Libya overlooked the necessary restoration of constitutional order in Madagascar. The international Contact Group will resume service however to find an exit from the crisis.

Resolution of the crisis: the African solution on standstill

 

The political crisis in Madagascar after the Coup condemned by the international community would not be anymore a priority for the African Union. Only because the 13th Summit had to take place in Antananarivo, one could expect the Madagascan crisis to be debated extensively in Syrte. It wasn’t thanks to the Libyan guide Mouammar El Kadhafi’s determination to insist on the African authority file and especially the United States of Africa. 

Skinny consolation for the anti-HAT, a meeting of the international contact group is foreseen in mid-July. It pulled back while facing the dead end caused by the radicalizations and the lack of will from the different parties. Since, nothing more. The negotiations between Malagasy didn’t even resume. This hesitation explains itself by a mediator’s nomination, in the person of Joachim Chissano, by the SADC. 

The Mozambican ex-president yet has the favor of negotiating parties to find a solution to the crisis. The dialogue recommended by the SADC is also privileged by the AU to put a n inclusive transition in place in Madagascar. The problem is that this dialogue is being broken since more than two weeks. 

Rajoelina’s, Ravalomanana’s, Zafy’s and Ratsiraka’s made intention statements to show their good faith after the SADC summit which lead to no decisive decision to put an end to the Madagascan crisis. The relief has been shared when the military option has been ruled out. The negotiations didn’t yet resume because everybody seems to resort to the new mediator, Joachim Chissano. 

Will the new the SADC envoy integrate the international Contact Group. It would be welcomed since the mediation led by Ablassé Ouedraogo didn’t satisfy the protagonists. It is not that the African Union’s mediator is a bad mediator. The Madagascan protagonists didn’t give the whole deserved consideration to this institution that, certainly, just suspended the country as the SADC did. Actually, the African Union doesn’t have the European Union’s authority, the main financial backer of the Great Isle.
