The prospect of welcoming military envoys from the SADC in Antananarivo does not comfort the HAT and its allies. Would the settlement so much orbit around the security forces, that the regional organization feels compelled to lead them back to the neutrality path?

SADC: a solution from militaries without violence

 

 

The Ravalomanana sphere´s delegation chief announced the scoop: “the SADC´s troika is being expected to address the armed security forces in Madagascar”. Its delegation is deemed to be led by a Tanzanian general.

Mamy Rakotoarivelo quoted the South African deputy minister in charge of cooperation and international relationship: “Malagasy armed forces have to comply with the crisis´ settlement process and not the opposite”. The ruling armed forces´ opened support to the imposed power is actually the ones blocking the implementation of this settlement.

Another delegation made of ministers is equally expected to address the political power itself. Ambohitsorohitra is straining to play the issue down, although being unable to cover up what´s happening with its armed forces. The SADC would officially be coming to monitor the military side of the roadmap´s implementation

The HAT and its armed forces have always been against, if not dreading, the involvement of the SADC´s military power in the Malagasy crisis´ settlement process. A potential escort of president Ravalomanana was previously addressed. The Ravalomanana sphere actually called upon an armed intervention from the SADC for the sake of restoring constitutional order.

This delegation hoisting military colors up is being held as a bit more pressure from the SADC. Could it succeed in compelling the Malagasy militaries to recover neutrality, the stumbling block would be removed.

It however implies that top commands would be reshuffled. In other words, Rajoelina would have to drop substantial support from officers, to whom he owes his rise to power, the officers who rebelled and supported his putsch in order to gain positions and power. So was the core of the year 2009´s events: greed pushed officers to boost Antananarivo´s mayor straining to conquer power through, so far unsuccessful, street demonstrations.

The armed forces now led by these officers rewarded with top commands have ever since always been opposing the exiled president´s return. The official excuse was compliance with the HAT´s justice´s verdict. They recently flexed muscles anew when pretending to send ten officers in order to arrest Marc Ravalomanana in South Africa. Their hard liners are now suggesting to deny entry to the SADC´s military delegation in the name of national sovereignty, actually in order to keep appearances up following the arrest attempt´s quite embarrassing failure
