Andry Rajoelina cut the grass below his own feet when criticizing his electoral commission. The scapegoat to be blamed for the HAT´s inability to organize elections within its long expired 24 months mandate has now a name. The Prime minister Vital confirmed however that he would have the elections´ preparation under control. The CENI has its expertise and its independence attacked again.

Will the HAT be organizing elections in 2011?

 
Politicians, including those supportive of the imposed authority, are arguing about any likely successful free and transparent election to be jointly accepted in 2011. Andry Rjoelina was actually the first one to torpedo the CENI in the run of the ceremony celebrating the rolling equipment “offered” by his majesty to the armed forces, according to the dedicated formula. He displayed skeptical when criticizing the noticed gaps within the draft of electoral registers and the creation of identity cards, saying that “elections could possibly not be organized in such conditions”.    
Government’s members have been throughout the regions in order to assess the electoral commission´s progress. “The elections’ date cannot be defined as long as the preparation process is not over. No one will be able to challenge the elections so long as they comply with the rules of the game ” argued Andry Rajoelina. During his referendum completed on November 17th, 2010, the imposed authority´s leader ordered his own electoral commission to breach the so named rules and keep polls operating beyond 16 hours for the sake of boosting the participation rate.    
“We are going to focus the government’s efforts on the preparation of elections, it´s going to be promptly a job done “, announced Andry Rajoelina. His Prime minister general emulated. “The government keeps moving forward in the organization of the elections, the concerned officials as well as the CENI are seeing to it”, replied Camille Vital. Although his supreme chief remains prudent by refraining from proposing any date, the general appears bolder: “there should be at least an election this year, I cannot say which though, it depends on the preparation process “.    
The HAT´s leader and his government´s chief do agree on the fact that the CENI is somehow out of breath. Such a connection is however reviving suspicions on a governmental will to put its grip on the elections´ preparations. The HAT´s ministers´ tour throughout the regions in order to assess the electoral registers´ draft process is therefore being considered as a politically motivated act. “We are poking our nose in anything, we are merely assessing, notice what is going wrong, and what needs to be improved “defended Prime minister Vital.    
“It is technically speaking still possible to organize an election this year, namely before the end of November” declared Bruno Rakotoarison, the HAT´s electoral commission´s spokesman, while outlining that the process would extensively be up to the election´s nature. Neither the CENI nor the government is daring to put any likely presidential election forth in 2011. The new electoral law patched up by the HAT is another unknown parameter. “The most important remains the electoral governance” insured Bruno Rakotoarison.    
So what about the international community? Andry Rajoelina and the HAT is expecting to invite the international community to observe the elections after the preparations´ course. Their foreign minister is less optimistic. “The CENI can´t manage all alone, this institution must be supported “, argued Yvette Sylla, as begging for support from the international partners. France and the international organizations under its control are bound to provide support as early as possible to the organization of the elections, no matter whether the political crisis is drawn to an end without settlement. Tantely Andrianarivo from the Ratsiraka sphere believes the year 2011´s second semester 2010 to be the right one for elections.    
Andry Rajoelina  used to promise an elected president to be granted to the country on June 26th, 2011, but he might still be there to parade in 2012 as chief of an imposed authority. The chief of the imposed transition bought the right to rule the country without strings attached through a small personal referendum. Even the SADC´s roadmap failed to impose any time limitation. It would not be the first eternal transitional régime in Africa.
