Where is Rajoelina and what does he intrigue? So sounds many Malagascans’ question of the month. February was characterized by unprecedented political aggressiveness; the HAT’s leader puts up a low profile in face of stacking up social problems. Although being directly targeted by criticism, his reaction sums up to pressuring his ministers.

Regarding the various crises currently plaguing the country, the ruling power is on its own in the public sight. Opposition and civil society organizations point at the ruling power for deliberately hampering the administration with straightaway consequences over citizens and their security … and so does Rajoelina, as a matter of fact. Prime Minister Beriziky still seems out of the storm, namely for being somehow comforted by the image of a transitional victim deprived of power.

Rajoelina can nothing but taking notice of “crumbles created by worsening situations,” especially “the growing tensions caused by various strikes, growing insecurity, courses suspension at the University of Antananarivo.” As a response, the imposed regime’s leader orders his government “to address these issues as early as possible and implement the right solutions.” His ministers are being summoned to “take whatever necessary measures to recover social peace in the country.”

In order to recover rural security, the HAT’s president presses the police forces to proceed while promising them whatever needed support. Andry Rajoelina bans advertisements produced by street gold dealers, for the sake of fighting jewels motivated attacks on individuals, or potentially collecting taxes from these dealers.

Not even the Mining department has objected to this daytime business. Still the HAT wants to remove it in order to deter criminals. The police are commits therefore into chasing after these jewel thieves on the ground.

The minister in charge of breeding, stemming from the Ravalomanana sphere, swiftly explained the resumption of cattle theft and the rising consumer prices as a side effect of Zebu exports resumption. Speculation was predictable on the national market, and the armed forces commitment to keep the capital city under control paved a wide opened way for the “dahalo”.

A potential blank year for students

The HAT is trying to deactivate the national education bomb and pointing at the Minister stemming from the Zafy sphere. “The removal of regional directors is prohibited.” Ambotsirohitra objects to the massive and brutal reshuffle, namely in order to keep its political and electoral asset safe. The educational department has always been part of Rajoelina’s propaganda since 2009.

Andry Rajoelina finally decided to address the University and its problems, and demonstrated evidence of political will. The finance and superior education ministries have to closely monitor the potential release of funds dedicated to repay teachers’ and searchers’ extra time,  as well as those supposed to support the universities themselves and prevent the pending failure of the current academic year. After satisfying the military cast, it’s the least we can do.

Funds previously collected by former HAT Prime Minister Monja Roindefo to this end were reassigned by his successor General Vital to motivate military support to the dictatorship. This umpteenth promise made by the HAT’s leader might not immediately convince the striking university. The beginning of the next academic year is scheduled on April 01st, although the year 2011’s first leg of examinations is not yet completely over. It would come up to making two academic years up in 9 months!
