The mediator in the Malagasy political crisis, Joaquim Chissano, is expected in Madagascar on this year's August 20th to re-launch the process toward a new Transition. Difficulties to face up to are very real today.

Chissano expected again in Antananarivo

 

The resumption of the four party talks in view of a second political meeting in Maputo is encountering some difficulties. Therefore a new international Group’s mission must join Madagascar again in order to withdraw hurdles. 

 

In a general manner, the hurdles are the implementation of the agreements already signed in Maputo and the views of those who can be considered as being “political prisoners supposed to be freed immediately”. 

 

In a memorandum addressed to the international contact Group, the Marc Ravalomanana mobility noticed that 47 convicts, most of whose are currently still in custody, can be classified as “political prisoners”. This mobility is now waiting for the release of these individuals. For lack of such thing, it would be bound to boycott Maputo 2. 

 

“The de facto power exerted by Mr. Andry Rajoelina through his Justice Minister who has been appointed back in the street before being confirmed after the Coup, as well as through the following Jurisdiction chiefs: Dean examining magistrate, District attorney, President of the First District Court and the Appeal court’s Attorney general, all as HAT political instruments from Antananarivo, because irregularly appointed for such purpose following their solemn fidelity oath on the place of May 13th, at the time of the unconstitutional change process, is balking to implement the Agreements which it voluntarily signed”, argued the mobility spokesman, Fetison Andrianirina, in the memorandum in question. 

 

The second phase of negotiations in Maputo should be the opportunity to designate the main leaders of a Transition supposed to be “neutral”, “peaceful”, “inclusive” and “consensual” as stipulated in the agreement recently signed by the leaders of the big four Malagasy political mobilities.  

 

The mission of the international contact Group will consist into convincing mobilities implied in the process to finish what they have started. Because of all those kinds of difficulties, namely the logistical and political ones, the second meeting in Maputo initially planned on August 19th is being postponed for the 24th of the same month.
