On Saturday May 01st, 2010 in Ivato, the HAT leader confirmed his intended unilateral process following the Pretoria stage's failure. A meeting with the army is going to prepare the erection of his national unity government as well as potential legislative election.

HAT roadmap: Andry Rajoelina’s declared intentions

The meeting the HAT leader and the army’s officials would be taking place on Monday May 03rd 2010. The joint chief of headquarters and the national state police’s commander had required Andry Rajoelina to present a clear roadmap to lift the country out of from the political crisis and safely step forward to the 4th republic. Generals Ndriarijaona and Razafindrakoto seemingly rebuked the ” Teny ifampierana”‘s resolutions when imposing a 48hours long ultimatum. Andry Rajoelina negotiated a deadline extension to the end of April for remaining willing to have a taste of the Pretorian stage.  

 

The HAT leader almost officially stated that the last chances of negotiations have failed. Now he has got to lay a satisfying report to an army which boosted his rise to power, and now increasingly threatens to take its responsibilities. The ” pro-TGV” recent generals will therefore be the first ever to listen to the post Pretoria HAT roadmap. Andry Rajoelina did not denie this new roadmap to be  a mixture of his led HAT widened consensus with the french proposal. 

 

“I am going to meet with the Prime minister, the government must be erected. If the others want to be in, no problem, if they don’t, so be it”, declared Andry Rajoelina when he returned from Pretoria, while confirming his intention to stay away from the Maputo as well as from the Addis Ababa agreements. “We no more need to put the various institutions in place, it is too late “, emphasized the authoritarian regime’s leader. “I am yearning to end the transitional period as early as possible”, he said. Lots of observers are holding it more as an obligation than as a spontaneous political will.  

 

The opposition’s three mobilities have, from now on, a new mission: hampering Andry Rajoelina from managing his transition his way. The HAT leader announced that he would set up his national unity government whatever it takes. The other mobilities are already denouncing the “political corruption” attempt intending to make up shadows, and only shadows of national unity to such a government. Andry Rajoelina refused to let his Prime minister Camille Vital down, in order to keep in control of the situation. He even made him general in order to master a polarized army increasingly losing faith in the popular movement.   

 

According to the Rajoelina plan, this incoming so called national unity government will only be working during three months. Its unique mission would be first and foremost the preparation of the legislative election. The task has already been tackled by an independent national electoral commission suspected of being controlled by the Rajoelina mobility. The dismissal of the State Council’s president, and the appointment of an AVI party magistrate in his position is  only increasing  distrust. One HAT Prime Minister is expected to stem from this assembly of deputies.  

 

However, Andry Rajoelina is still leaving doubts remaining over the assembly’s very nature. Could this latest be enforced, the national unity government would have to operate up to the presidential elections.  With a constituent assembly, Andry Rajoelina will be able to set the constitution at will to pave his way to the presidency while delaying the amnesty law process, for the sake of leaving serious contestants on the touch line.
