IOC – Elections in Madagascar: inconditional support for the HAT

This recent involvement from the Indian Ocean´s Commission in the settlement of the Malagasy crisis is urging the SADC to empower Dr. Simao´s draft which provides the HAT with the right to end its transition the way it started it: unilaterally. Stunning speeches left the scene to meaningful gestures. The visit to the Rajoelina sphere´s national unity prime minister would be a recognition. 

In his speech”, Madagascar deserves to be supported “, Arvin Boolell, Mauritius´ foreign minister, developped his point. The country was basically addressed, and not the regime. But the IOC is anyway keen on sustaining the dictating power in organizing elections and doing away with democratic conditions. It is, diplomatically speaking, absolutely no attempt to take the leader role over from the SADC in the settlement of the Malagasy crisis. 

According to the diplomat, the IOC is going to enlarge the SADC´s ranks, and support the electoral commission´s organization of incoming elections in Madagascar. “We are bound to cooperate with the United Nations´ institutions in supporting the independent electoral commission in fulfilling its duty with dignity and satisfy the Malagasy people´s will. “We” is not only the IOC, but also the SADC, the IOF and the International contact group in charge of settling the Malagasy crisis. “We” is thereupon supposed to ” enable the electoral commission to reach its goals “. 

The IOC´s support to elections, without granting a chance to the political settlement to come true, is definitely holding Dr. Simao´s draft as a roadmap. Arvin Boolell conceded however, that ” correcting the roadmap is allowed up to the signature “. would the Rajoelina sphere´ signature potentially be enough? According to the HAT´s Prime minister, the IOC is an ally, which will keep away from questioning the accomplished fact anew. 

“Those supporting us, are not the ones ( the IOC members) requiring any alteration of the roadmap but the three spheres “, declared general Camille Vital. The HAT´s Prime minister is bound to defend his government’s cause to death. The HAT régime is ready to send a representative, could the summit of the SADC´s presidents eventually require it. 

In the end, the decision to be emerging from the summit of the SADC´s presidents, deemed to take place on May 20th, 2011, will remain paramount despite the HAT´s will to move forward its own way. In between, a string of imposed facts is very much likely. Whatever support in the organization of elections will mean that the settlement of the political crisis is no more central, and that poles are meant to endow the ruling power with legitimacy. The opposition´s three jointly denounced the IOC´s maneuver, and suspect Saint-Denis, in other words Paris, to be its mastermind.
