The SADC´s led mediation´s number two in almost permanent mission in Madagascar strained to tame radicalization in the run out of the crisis´ settlement. Leonardo Simao reiterated that the document is in no way final, and that the process is on the right track. The opposition´s spheres are agreeing. The Rajoelina sphere is however holding this first version as a done deal.

Simao roadmap: the involvement is acquired, the signature isn´t yet

The mediation´s staff keeps the negotiation going in order to collect proposed amendments from the leading spheres.  The ruling authority and the extended Rajoelina sphere´s haste could have led to believing that the SADC´s first draft would have already been enforced despite the counterpart´s refusal. The year 2009 putsch makers were actually granted a significant advantage by this first draft. No wonder that they are defending what they are holding as another accomplished fact.

Leonardo Simao displays however self confidence and stiffness when finally clearing the situation made confused and tense by pressures and misinterpretations: “The process goes on, there is no account to get worked up”. The HAT´s side is on the other displaying nervosity when blaming the other spheres for refraining to sign a roadmap which is actually not yet a roadmap.

According to Simao, “this mediation process of mediation is made of degrees which apparently induced confusion”. He subsequently explained that the first stage was about making the participants´ identity clear. All of the main spheres signed in. The second and not yet completed stage is the collection of proposed amendments. The TGV is however  straining to convince that the first stage is the final one, and that the collection of amendments would be “a deflection maneuver”. The “royal” power promised to Andry Rajoelina must not be challenged.

“signing this draft doesn’t mean accepting the roadmap”, conceded Leonardo Simao. Consultations are still on going, as a proof. Then followed the opened blow for the extended Rajoelina sphere: “The mediation would have arguably forced political parties to sign a roadmap, nonsense! the roadmap and the draft are a couple of completely different things”, justified the SADC´s mediator.

Leonardo Simao strained to lower the ruling power´s created excitment following the joint statement produced by Marc Ravalomanana and Joaquim Chissano. “A mediator meeting one of the negotiating side is a normal thing” he underlined. He did  not fully do away with the draft´s content, and holds it as a starting point.

“It is a tool just like any casual one. They took the decision to produce a jointly signed written statement for the sake of removing misinterpretations” he declared. So, any incoming signature would merely be a contribution warrant to the settlement process, and in no way any pledge to any final roadmap. The fears of the HAT and the TGV are not yet bound to wither that so early .
