For the early sake of implementing Dr. Simao´s draft, accepted as such, but not yet empowered as a roadmap, the HAT conducted the erection of a alleged national unity government though the collection of potential ministers´ RÉSUMÉ. The consensus in question is thereupon exclusively hanging upon the choice made by the Prime minister proposed by the TGV, Camille Vital, and by the chief of the authority´s leader Andry Rajoelina.

On his now reappointed former Prime minister´s proposal, Andry Rajoelina validated the names of the Vital 2 government´s new ministers recruited by the collection of RÉSUMÉs. Openness is certainly notice, openness toward parties which accepted Dr. Simao´s draft, for lack of consensus. There are no vice Prime minister but a couple of State ministers made by deserters from the Ratsiraka and Ravalomanana spheres. Some 29 other ministers and a secretary of state are part the Vital II government with a formal rank according to the age.
