Toamasina : black out is back

Toamasina city’s people is fed up. Compulsory black outs are back. During the latest three days, Toamasina city has been going dark from 05:00 to 06:30 pm local time. The population is stunned. The Jirama failed from issuing any warning, although the invoice is increasing on a monthly basis.
