The TGV stubbornly keeps on caring for nothing else but itself in spite of the pressure from the international community. Andry Rajoelina ordered his Prime minister Camille Vital to start negotiations in order to capitalize his vision of what a national unity government should be. The erection of his independent national electoral commission would be a point break.

Andry Rajoelina: “the situation is altering every day”

How is the Rajoelina mobility’s schedule meant to provide an inclusive and consensual appearance to its transition doing? According to the latest news, new measures induced by its ” Teny ifampierana “, its so called “widened consensus”, would have been implemented by the dictating authorities. The HAT leader continuously dares to deny being the source of the African Union’s sanctions, obviously blamed on the opposition’s three mobilities. “The situation is altering every day “, he argued. The transition’s train is now following the rails laid by the” Teny ifampierana” debate, towards the legitimacy of a virtual, but claimed consensus. The path’s stages are the erection of a CENI, the formation of a so named national unity government, and the election of deputies for a constituent assembly.  

 

“The Prime minister is consulting all of the mobilities”, argued Andry Rajoelina. ” Some of them are keen on contributing to the national unity government, some others aren’t”. Exactly as the CENI case, when the HAT leader orders, so good for those who comply, and the devil with those who refrain from it. Camille Vital is allowed to drag as long as necessary when reshuffling the government, and eventually replacing some ministers, according to the dictating authority’s leader. The failure of the Roindefo II government set up in merely 72 hours would have potentially been retained. Indeed, the present governmental team is already supposed to be the one of the national union.  Even though Vital’s devotion to the Rajoelina mobility is as certain as his rejection from the Ratsiraka mobility, the HAT is still expecting to enforce his recognition from the international community by evoking the Maputo mindset.  

 

When its national unity government is a done deal, the HAT will put its money on the CENI. For the time being, it is still all about defending the alleged independence of such a HAT institution supposed to organize, control and referee the elections. Andry Rajoelina is pulling satisfaction from his own alleged political courage up to boasting for being the country’s first leader having dared the erection of a independent electoral commission. The unilateral quality of such a birth is quickly dropped in oblivion, isn’t it? A CENI telling loud its real independence might somehow stand the HAT in a good stead. 

The executive power would allegedly have no more ties with the commission. Neither of the governmental representatives has any decision making right. Neither would the political figures. The lack of opposition’s representation would theoretically not hamper the CENI. Bruno Rakotoarison, the former SG of the KMF/CNOE attested that the government is, as from now on, powerless, as the commission is the single one entitled to make decisions, be it for the simple replacement of any of its members. It is all wonderful, but a last, but not the least, point is undeniably making the process unilateral: the executive power keeps on undisputedly deciding on who is going to vote or not. The formation of a national unity government is definitely a compulsory step for the HAT.
