The imposed authority moved one more step in the organization of unilateral elections, and addressed its electoral commission as well as its Finance Ministry. Andry Rajoelina didn't waste his time following the support granted by the IOF and the IOC to the option votes in 2011.In order to do away with international recognition and democratic, the HAT pretends to be turning any foreign financial support down.

The meeting between the CENI (the HAT´s electoral commission), the Finance Ministry and the HA´T´s presidency took place in order to address the HAT´s electoral commission´s logistical requests in the organization of elections. Ambohitsorohitra made neither the amount nor the nature of these requests. “The budget and the technical means have been addressed, and will be granted to the CENI in the very next week, so that it completes its duty “. 

How much does the HAT intend to pay for  the organization of free and transparent elections? Leaks are arguing about between 40 billions to 70 billions of ariary for the legislative and presidential elections. Economic constraints would be the official incentive to cast both votes together. 

The HAT is so far playing everything but the transparency card. Putting any figure forth is not easy, since the HAT is arguably intending to do without international financial support. According to Andry Rajoelina, accepting international financial support would not a good solution because of pressures. “This support is calling upon something in exchange, the transitional regime is bound to finance the elections, I am ready to provide the CENI with the necessary means” he said. 

The HAT´s Treasury secretary merely said that the money dedicated to elections is available, although its amount is not defined by the finance plan. The Vital I government expected the elections to take place within the year 2011´s first semester, together with a flow of 780 billions high foreign financial support. Dead duck. 

Votes in 2011?  

When will these elections take place? if ever… The United Nations´ experts are rating 11 necessary months for the organization.  The IOF and the IOC are willing to do what it takes to enable unilateral elections to draw the crisis to a juicy end, when pleading before the SADC that the HAT´s fake national unity is genuine. 

“Our organization is bound to provide the electoral process with support for the sake of finding a solution to the crisis as quickly as possible” declared delegate Hugo Sada, leader of the IOF´s mission. These organizations strongly depending on France are insistently supporting the ruling power´s elections in 2011. 

Hugo Sada is considering the political calendar, Andry Rajoelina argues that the D-Day is exclusively depending on the CENI, and the president of the electoral Commission declared, however, that the CENI is waiting for political decisions concerning the elections. Hery Rakotomanana declared moreover to be able to deal with the organization issues in merely six months, and turn out possible elections in November 2011.   

The biggest job happens to be the electoral list. The HAT´s electoral commission definitely intends to remain in place but needs recognition from its opponents. The resort to dissidents from the three spheres is not to be ruled out. For the time being, elections are being prepared without any shadow of settlement of the political crisis.
