A new law for Telcos

The « Express de Madagascar » reports that « According to the General manager of the New Technology of Information and Telecommunications (NTIC) of the ministry for Telecommunications, Robinson Olivier, » the various services of  Internet are not all controled by the current legislation, while they offer so many possibilities which remain unexploited « .  According to him, this requires a structural reorganization of the law. »

Fraudes in the mining area

The « Express de Madagascar » reports an example among others.  According to this daily newspaper, « the official figures revealed yesterday by the the ministry of Energy and Mines, Andriamasy Raphaël, indicate that, at the end of year 2003, ten kilos of gold only were officially declared.  A harvest largely below what could be awaited when it is known that the country abounds of great potentialities in this invaluable metal.  The administration evaluates the real production between 6 and 10 tons and does not count less than 200.000 gold seekers on the territory »

Some even say that by taxing some percents the real mining receipts, the financial problems of Madagascar would have already disappeared!
