HAT: a counter power for lack of cohabitation?

Andry Rajoelina did not hide its privileged relation with France. The one who has been labelled as “mayor of Madagascar” by some French based media groups has launched his offensive to conquer the hexagon’s hearts and minds. First of all, he had to explain his unilateral initiatives in total ignorance of the international community represented by the International Contact Group. According to Andry Rajoelina, the consented efforts to the settlement of the Malagasy crisis failed. The HAT successfully thwarted Maputo agreements dangerously jeopardizing its own interests through the Addis Ababa additional act. 

“We don’t reject the idea of framing a national unity government”, repeated Andry Rajoelina. He, however, outlined that it presented difficulties, definitely unbearable for the Rajoelina mobility and the HAT. “We dealt with three former chiefs of state who have been rejected by the people and by the population of Madagascar “, pleaded Andry Rajoelina. According to him, the Maputo agreements are coming up to force him, and, subsequently,  his mobility, to reintegrate those odd ones in the game. “We ran short of options”, he protested as another way to hint ” we moved forward”. 

There will, therefore, be no cohabitation, and no national unity government to rule the country in an inclusive and consensual way during what is left of the short transitional period. “We don’t reject the Maputo agreements, but we want to change the way to implement them”. So reads Andry Rajoelina’s argument aiming at moderating the international community. Apart from France, the international institutions and the world’s major powers are beginning to wave sanctions against Madagascar and its dictating authority again. “We will accept a counter power”, suggested “Madagascar’s leader”. A so-called transitional monitoring council is being put forward in order to definitely drop the national unity government, and indeed both of its Co Presidents supposed to make the presidential council in accordance with the Addis Ababa additional act. 

Andry Rajoelina’s challenge is the gain of France’s support for his electoral project. “There has been four popular uprisings since the independence due to cheatings at elections”, argued the year 2007’s elected mayor of Antananarivo. Embarrassed by the postponement of his first elections, Andry Rajoelina lurked behind the excuse of the dry season. According to him, the holding of elections between May 15th and October 15th was asked by the civil society. Rajoelina’s roadmap after this first election is even more confusing. “A national unity government will be erected”, he argued. “Its staff will be compiled by a Prime Minister stemming from the legislative majority”. 

The government’s future chief will, thereupon, be granted the responsibility to erect the national union of his choice, won’t he? Do notice that it would still be a transitional government. Power would be his in the setting up of the presidential election together with the independent national electoral commission. The HAT roadmap does pledge power to its national unity government beyond the transition to the fourth Republic. However, the young guy intends to maintain the deputies of his constituent assembly for a true mandate in the 4th Republic. In the end, the transition is dimmed to end when, and only when Andry Rajoelina is “elected” president. Prior to that, the young guy still has to match the Constitution to his measure, namely by lowering the presidential candidate’s required age, and avoid the dangerous referendum showdown by the same way
