The Malagasy exception is the rule during the Rajoelina transition. The constitution of a government deemed to be consensual is completed through a collection of RÉSUMÉs and not through an assignement of responsibilities complying with an agreement. The TGV régime and its Prime minister are certain to convince the international community. The latest democratically elected president, Marc Ravalomanana, does not have it this way, and denounces an illegal régime`s unilateral decision.

HAT: an unilateral government with a consensual mask, isn´ti?

Marc Ravalomanana challenged the government Vital II on a private TV channel. “This unilaterally erected and illegal government does not comply with standards and does not respect the agreements “, he declared. As a proof of the HAT´s unilateral policy, the president in exile recalled that the three spheres didn’t sign the roadmap since it did not fullfill the required conditions ( inclusiveness and consensus). 

Marc Ravalomanana called it a “Rajoelina sphere´s government “. He outlined that the SADC is expecting Chissano´s report on March 31st, 2011. “It is an accomplished and unilateral fact, he emphasized. Madagascar´s illegal government keeps on taking unilateral decisions, but will not get international recognition “.   

“It is arguably a government of consensus whereas neither the Prime minister nor the ministers have been designated through a consensus “, added Marc Ravalomanana. “Do have the patience, since we are not going to accept this illegal government “, he said to his supporters. Then he addressed the Mamy Rakotoarivelo case in order to point at the alleged implementation of any roadmap. “Right in the midst of negotiations, the régime is jailing the TIM party`s SG “, he recalled. According to Marc Ravalomanana”, Madagascar is currently a lawless country”. 

The HAT´s self-congratulation 

The HAT´s Prime minister is holding his reshuffled government as fully complying with consensus. “In this government, there are figures from the TIM party, the MDN party, independent figures, and I as Prime minister, do not belong to any party “, said the general proposed by the TGV. “It is a government of consensus because Didier Ratsiraka´s brother, Pierrot Rajaonarivelo, the Arema party´s national secretary even though he is not recognized by Didier Ratsiraka, as well as members of the AVI, Yves Aime Rakotoarison (deserter from the Ravalomanana sphere), the TIM and the Monima is being represented”. 

Camille Vital´s criteria for the choice of his minister is however a state secret. It merely made a list of the present political groupings (TIM, UDR, ESCOPOL, EXOPOL, various other groups). The general with no political experience, as self confessed, conceded that ministers were chosen personally” according to expertise and to the figure’s objectivity “. 

The HAT´s Prime minister is holding the consensus as political constraints “. because of the international Community´s requirements”, we cannot keep the previous ministers in charge “, he argued.  Camille Vital is rather confident for what is coming next: “I believe that we are able to get international recognition “. 

Andry Rajoelina used the royal right granted by Dr. Simao´s draft. He has shaped up a” government for the management of the current issues, and for the preparation of free and fair elections “. The dictating authority`s chief didn’t have to deal with ministers and Prime minister appointed by a political agreement. Only an imposed fact kept him safe from a difficult collaboration with a prime Minister appointed by the Maputo agreements, Eugene Mangalaza. 

Andry Rajoelina requires exemplary behavior concerning corruption from his non TGV ministers, as well as a list of their goods and belongings. He himself swore to do the same during his rise to power in 2009, but finally refrained from writing any list down. The excuse: he has already done so as he was mayor
