The international Contact Group did not give in to the Rajoelina mobility's U-turn to dictatorship. The mediating group sent by the African Union in the name of the whole international community are advising to comply with of the agreements signed between the four mobilities. The mediation process is back on track, on the first gear, and gives one month of reprieve to the government led by the new Prime minister named by the HAT, Albert Camille Vital.

ICG: a National unity Transition and a short term election

During the supposed political truce, the things have been changing in Madagascar. TheRajoelina mobility even took advantage of it to do what it takes, order after order, to make full power its property. The very much expected reaction from the ICG finally proved to match the three other mobilities’ expectations and challenged the Rajoelina mobility’s stand. The international community’s mediators are calling upon the Malagasy to find a fast solution drafted by all of the four mobilities. This solution will have to remain in the setting of the agreements signed in Maputo,  and within the legal terms of the inclusive and consensual transition’s charter and those of the additional act sined in Addis Ababa. The ICG position can be summed up as a clean sweep on the unilateral chapter, and the restoration of all the Transition’s late institutions, including the stillborn national unity government.  

 

The international mediators are going to make an offer to the four political mobilities, Rajoelina, Ravalomanana, Ratsiraka and Zafy between now and January 25th, when Jean Ping, President of the African Union’s Commission, is meant to leave Madagascar. Every mobility will have the same couple of weeks to assess it. The Vital government has one month left to keep on its unilateral circus. The electoral process might have gone a long way forward, one month away to the first ever elections programmed by the HAT. The legislative election of March 20th, 2010 could, however, be postponed if the ICG successfull force the imposed authorities back on the Maputo pattern’s path.  

 

Until then, the Rajoelina mobility will be free to alter and tamper the rules as many times as it would like to. It is, therefore, clear that the HAT’s flowing orders are not going to be long term laws. As effectively noticing the impossibility of coexistence between the four mobilities, the ICG is, now, willing to have elections completed as early as possible. The Rajoelina mobility can, for once, be pleased with having a first common ground with the international community. The unilateral vision of the electoral process, however, restores the balance and the opposition between both sides.  

 

Though cohabition is likely to be shortened, for the good of everyone, it might remain unescapable. This consensual and inclusive Transition would determine the date of the elections and the organization of the vote, which is not at all to the Rajoelina mobility’s liking. “The Malagasy nation cannot be dictated either by the ICG or by Mr Jean Ping in the way that it wants to follow “, argued Norbert Ratsirahonana. “Madagascar has the sovereignty that it takes to decide of the way to come out of from this crisis “, added the member of the HAT and Andry Rajoelina’s advisor.  

 

The joint opposition front Madagasikara, made of the united Ravalomanana, Zafy and Ratsiraka mobilities, is warmly welcoming the ICG stand in favour of the implementation of the Maputo and Addis Ababa agreements. The Transition’s co Presidents, the national unity Prime minister, the transitional Convention, and the national committee in charge of the reconciliation process will all be back on track. All united in the Magro square, on the Place of Legality, the struggle challenging the imposed authorities and the Rajoelina mobility’s diktat is going on. Vigorously contained by militaries, the anti-HAT movement can hardly ever come out of from Ankorondrano. “Madagascar is not Magro, and the movement is going to be expanded throughout the regions “, said parliamentarian Fidison” Rasomotra “. “The world can see that a share of Malagasy does not accept this unilateral legislative election to be held on March 20th, 2010 “, he insisted.  Prime minister Vital launched a severe warning against this brood of reactionaries opposed to the imposed authorities.
