The race against the clock engaged by the national dialog's organization committee made of the Raiamandreny mijoro and the civil society's coalition, did not take place. Only a short couple of weeks are left to collect the districts' "population" originated proposals, and then to tackle the dialog in Antananarivo.

National dialog: constitution or reconciliation, the committee babbles

The HAT only expects this umpteenth “national unity” meeting to restrict to the assessment of constitutional projects detained by the constitutional advisory committee, but the “political” Malagasy grown solution itself blocks the national dialog’s organization process. Is the 4th Republic compulsory without having the crisis’ settlement? So reads the question. Andry Rajoelina already confirmed his position. He wants to enforce his unilateral will through the misuse of the usual democratic tools. The raiamandreny mijoro have, however, addressed the sensitive amnesty and national reconciliation issues.  
 
The unusual duet is a cause for concern within the political mobilities. Either in theRavalomanana, Zafy or Ratsiraka sides, one denounced the Rajoelina mobility’s dedication of its unilateral will’s completion to civil society members. Political talks prior to the national dialog over the 4th Republic is being required. The three mobilities do not completely slam the door to a Malagasy grown solution even though their central position remains the implementation of signed agreements.  
 
The democratization of the future constitution’s draft is proving to be increasingly complicated to manage. The CAC registered some 150 suitable proposals. The committee is having to draw a legal text from them, and to deliver the constitutional patchwork no later than June 28th, 2010, if it has to be voted in a referendum on August 12th, 2010. However, the national dialog supposed to validate the draft is itself controversial.The organization committee wants to spread the assessment process to 119 districts. The civil society’s coalition is going to send one central office’s representative to each commune. They will be supported by representatives from each the 22 regions.    
 
The coalition added that the 119 national representatives as well as many regional representatives would have to follow training sessions prior to the mission. Its prerogative is especially concentrated on the collection of proposals. Thus, the CAC might sitll be receiving quite a hack of  proposals, before political parties tackle the debate on the constitutional draft. The Rajoelina mobility’s ranks are more and more visibly falling apart. Number of mandate, presidential candidate’s required age, number of projects to be voted through the referendum… some ideas will be left down by the CAC.  
 
The “olobe”, the Raiamandreny mijoro’s major figures, still find it hard to assume their role of mediators in the political crisis even though they left the organization of the Constitutional dialog to the civil society’s coalition. They will have to convince Andry Rajoelina to consent to talk. The HAT leader has officially dismantled his mobility in order to hinder any political talk’s resumption. The Malagasy mediators will be able to be used like puppets to drive the crisis in a new unilateral Republic.
