He used to be little more than a replacement candidate building on his reliability as transitional finance minister, a playboy sharing money and electoral promises out precinct by precinct, without any shadow of long term viable program up his sleeve. Now that electoral victory is his, what can the Malagasy People expect at all? Hery Rajaonarimampianina drew the headlines of his first decent political program in the run of his first presidential speech. He expects the President to make a key contribution to the restoration of confidence in the State, its rule of law, as well as into the recovery of security and economic growth.

He, the President, will expect to become the lovely receptive father of the nation as well as its last resort man. He, the President, will see to it that newly reunited Madagascans recover confidence in a strong, moral and reliable presidency capable of protecting its citizens, of restoring the rule of law as much as the State’s previously trampled down and sold out authority. He, the President, will lead the struggle against iniquity and defend moral values. He, the President, will make sure to set about his first prerogative of all: leading improvement into the Madagascan’s living conditions.

President Rajaonarimampianina has it this way: everyone to his place in compliance with the standing structures. “Be it within the majority or the Opposition, it is our duty to meet our obligations ,” he said, calling upon competence and integrity to become the leading values. He intends to restore confidence in the State by dealing with three major issues : security, justice and the fight against corruption.

The defense of the national territory has been addressed first, namely homeland security, then the protection of strategic resources: “The State will efficiently secure its air space, its 500 km long coastlines and the national fishing waters against all forms of piracy .”

Hery Rajaonarimampianina promised to establish a decentralized State which will keep releasing due power to elected officials who will meet the population’s needs. The addressed major reforms are wrought of new public services’ framework, accessible and equal justice for all and the fight against impunity. Fair game, is it not? Restoring confidence into State institutions will actually serve him to reassure international investors.

“The change is on the way, I will not tolerate any deviation” the touch of firmness could not hurt. The new President announced  in his speech a fight against whatever embezzlement and misuse of public property, and against whatever illegal wealth collection may develop: “The rule of law will put an end to the cycle crises and revive the economy.”

“The price to pay for our progress is the need to help ourselves up on our feet to reach our own growth ,” declared the President. He was meaning electricity supply for all, confidence in justice, decent infrastructure, microfinance, fight against corruption, free competition, summed up as following: “We will make our own economic growth from our talent and courage.”

The presidential social program will enhance public services to the population, public health, the education of children public primary schools free from charges, professional training, and the promotion of women’s talents and visibility.

“Madagascar has already changed.” said the new President who wants ” a people united and welded into a collective dream .” He wants values such as hard work, honesty, courage, respect for rules, tolerance, loyalty and patriotism to prevail.

Hery Rajaonarimampianina reiterates his openness towards financial partners and towards the world community. “We do need their help and support as a matter of fact” he said. And the Great Island will keep on with its regional integration process. “Madagascar is proud to belong to the Southern African Community as well as to the Indian Ocean .”
