Leonardo Simao, the SADC´mediator put a roadmap draft forth, a deal between the other political spheres and the HAT´s unilateral actions. The Rajoelina sphere´s fake consensus and inclusiveness meant to convince the international community is likely to make Simao´s plans more complicated.

SADC made roadmap: the way to a large compromise for a new transition.

The representatives of the various political forces gathered with the SADC´s mediator refrained from commenting the roadmap expected to draw the crisis to an end, as the so named roadmap is for the being considered as confidential. Its content is still to be studied by each and every side. “It is a basic and technical proposal which still looks like a law text, we are going to debate about its enhancement” stated Alain Andriamiseza. Groups supportive of the Rajoelina sphere are getting a move on in order not to be kicked out.

The SADC is actually standing by Mamy Rakotoarivelo to implement the roadmap. “Mediators asked the Ravalomanana sphere whether it would be bound to enter the inclusive transition´s incoming institutions. We displayed our willingness to do so by signing up to the document” declared the TIM party´s secretary general. He would subsequently have asked for time in order to consult the Ravalomanana sphere´s leader, currently not on home soil.

According to certain leaks collected back and forth, the SADC´s drafted solution would be everything but a complete revolution. “It is a roadmap considering the deals signed in Maputo, Addis Ababa and Ivato” described Mamy Rakotoarivelo, some common ground between the HAT´s unilateral facts and a genuinely inclusive and consensual transition. The Rajoelina sphere would potentially be remaining in control since the current transitional Congress, Superior Council and the Electoral commission would be held in place, but reinforced.

The transition´s real power would however remain the national unity government. The HAT leader would be appointing the figures proposed by the political forces. The national unity government would be deciding whether Marc Ravalomanana, the elected president, is to be allowed to recover home soil or not, considering security conditions.

Concerning the amnesty, the SADC would be putting a way to lower the years 2002 and 2009 related tensions. The amnesty would be enlarged, but denied to those guilty of murder or war crimes. The international mediation is encouraging the erection of a committee meant to pledge the Fihavanana, possibly a national reconciliation one. International sanctions might potentially be lifted against the HAT´s concessions.
