Is Andry Rajoelina going to label his faithfull generals as liars too? those supposed to welcome the HAT roadmap as a fair happy ending for the transition? The armed forces' acceptation of new Rajoelina plan has had a second to none delay. The green machine's way to tackle its responsibilities is on top of the headlines. Even non-commissioned officers are having their say.

The army would no more be exclusively pro-Rajoelina

The meeting with the HAT leader has been postponed for lack of common stand withing the green ranks. Though generals André Ndriarijaona and Bruno Razafindrakoto are supporters of Andry Rajoelina, their genuine grip on the armed forces is, as a matter of fact, very much limited as more and more troops and officers are openly calling upon the recovery of genuine armed forces’ neutrality.   

 

Following a strict call and an ultimatum, the green machine represented by the joint chief of headquarters and the national state police’s commander in chief, is expected to support the authoritarian regime’s roadmap. The management of the transition’s final stage  and the electoral settings ought to be approved by both generals on Tuesday May 04th.  

 

The TGV generals are patiently waiting for the outcome of the debate between their men concerning Andry Rajoelina’s proposed power sharing scheme…with the militaries. For lack of national unity government, the HAT is trying to patch up a military unity government. A potential half military half civilian government would integrate army serving technicians.  

 

The first diagram is no scoop. Following Prime minister Monja Roindefo’s eviction, the army was bound to get in charge of 07 ministries. This second diagram, half of the governmental positions are in the scale. In both cases, the army itself is proposing nominees. The HAT Prime minister, general Camille Vital would have to enlist the civilians.  

 

Even though the return to a military board of directors is denied in order not to have to reverse Andry Rajoelina, the army’s top officials have to satisfy their men’s claims. The takeover will capitalize on various levels to satisfy the greatest possible number. Positions like regional chiefs or special communal chiefs could well be granted to militaries.  

 

The armed forces’ largest claim is the resignation of whoever willing to run the presidential race, HAT or government’s members. The generals would have already invited Andry Rajoelina to give up running the so named race in order to make the army free to secure the transition and settle the crisis. The young HAT leader has, for the time being, remained silent on such a point.  

 

Could Andry Rajoelina run the elections, and could the new constitution grant him such an opportunity, he would have to resign in order to grant some shadow of neutrality to the electoral process. The HAT leadership would thus be nothing more but formal since the government would be in full control.  The earliest negotiation stages between Rajoelina and his generals are from scratch very much significant.  

 

Non-commissioned officers also made their voices loud, as FIGN elements required a military to organize the electoral process. Even though general Zafera claimed his faith and his devotion to Andry Rajoelina, hismen are adopting a more neutral position.   

 

General Noel Rakotonandrasana’s dismissal in spite of his decisive rebelling colonel’s action to empower Andry Rajoelina, has stressed tensions between the authoritarian regime and the armed forces.  

The former defense minister is standing against a hybrid government, and proposes a government made of technicians dimmed to prepare the elections.   

 

Noel Rakotonandrasana has lately adopte a too much neutral position while trying to find a political solution to the Malagasy crisis. Although he has not been to the pro-Ravalomanana’s fate, jail sentence in Tsiafahy, he has anyway been suspected to plan a putsch, and had to pay the price.
