The authorities of Transition programmed for August 25th to 28th the national conference in spite of the other political mobilities' reluctance and in spite of the international community's reserves.

The national Conference at any rate

The HAT gives itself one month to prepare the national conference; in order not to give the impression that the decision is “one-sided “, the authorities of Transition launched an urging call to the civil society. It’s a call for its deeper involvement in it. 

 

Normally, the national conference should especially debate the fourth Republic’s constitution project and the new electoral code. According to the temporary HAT roadmap, the constitution project would thereafter have to be submitted to a referendum in September. Wonderful optimism. Because the reality could well be different.  

 

First of all, after the hand made bombs novel and the HAT decision to boycott the negotiations of Addis-Abeba, on July 22nd, Andry Rajoelina will have to find a good reason again not to attend the meeting “on top” between the four mobility chiefs, programmed by the international community for the beginning of August. 

 

The young putschist will have to justify his absence once again, if he plans not to participate to the talks. This meeting would yet theoretically aim to agree on a new form of management of the Transition, before new elections.   

 

Choice more than difficult therefore for Rajoelina. Either he goes to the end of his projects, with the possible risks, or he composes with the other political entities to manage the Transition and gets his present collaborators definitely on the back.
