The SADC decided: the altered draft is the roadmap, Ravalomanana may return

“The Summit (of Sandton) approved the roadmap deemed to bring back Madagascar on the path of constitutional normality, following the SADC´s mediator´s presentation of his draft and the addition of various amendments “. It called upon the leaders of the Ratsiraka, Ravalomanana and Zafy spheres to sign the roadmap as soon as the necessary alterations are completed “. 

The SADC is holding the Rajoelina sphere´s agreement for granted, for they strongly defended the basic document. “The Summit noticed that eight out of the eleven Malagasy political actors already signed the roadmap deemed to lead the country back to the path of constitutional normality “. 

On one hand, the SADC is satisfying the HAT by confirming Andry Rajoelina´s power on top of the transition. On the other side, the three spheres equally got their share of satisfaction, particularly president Ravalomanana. “The Summit called upon the High authority of transition (HAT) to allow all of the Malagasy people banned in exile on political reasons to recover home soil without condition, including Mr. Marc Ravalomanana “. 

The SADC is thereupon making the HAT responsible for Marc Ravalomanana´s case. “The Summit has besides called upon the HAT to immediately make use of all legal instruments (…) in order to insure political freedom for all Malagasy in the run of the inclusive process deemed to pave the way for free, fair and believable elections “. Is being addressed the amnesty to be granted to all political prisoners.   

In diplomatic terms as congratulation, the SADC called upon the Malagasy political actors to carry on talks for the sake of an inclusive solution. This Malagasy talk must be focused on” the implementation of the agreed roadmap in order to respond to the Malagasy people´s longing for peace, stability, social and economic development “. The troika is called upon keeping on having an eye on the political situation in Madagascar. 

The SADC´s summit declared that ” Madagascar´s recovery of constitutional normality is an emergency issue”. The troika had long accepted the basic draft proposed by the mediating Leonardo Simao. The Rajoelina sphere and its allies joined Gaborone, and were in for defending the draft granting full power to their leader. And they definitely paraded their victory althought the three spheres equally displayed satisfaction 

Who did produce a false interpretation of the decision taken in Gaborone? Each one is pointing at the other. Contradictions lurking between reports granted victory to confusion. The verdict came on June 12th, 2011 from Sandton: the HAT and the Rajoelina sphere “misunderstood” what happened during the meeting in Gaborone and rejected talks based on the document drafted by the troika on May 21st. The Simao draft will definitely be altered. The eight accepted it, they are consequently compelled to sign the incoming roadmap
