After the failure of the B plan related to a widened consensus meeting, both a sterile political agreement and the national conference which mostly united the TGV and their partisans validated the HAT made exit from the crisis. As expected, a second transition and a set to measure constitution for Andry Rajoelina paving the way for a 4th republic.

Andry Rajoelina imprudently unveiled to reporters in an interview that the HAT presidency already had a Constitution pattern drafted by eminent jurists. In any case, the constitutional arrangements’ key points adopted in the center of international conference of Ivato are definitely serving as a launching pad for the currently dictating rulers. 

 

For sure he reiterated that he didn’t want to challenge the next presidential race, and although being convinced of having ruled out the latest elected president Marc Ravalomanana, Andry Rajoelina is not famed for holding his promises. As expected, the Constitution adopted by the national conference ordered by HAT allows Andry Rajoelina to be eligible. The TGV voters passed it with a strong majority. The Republic’s president, as being considered as a” Raiamandreny “, is supposed to be at least 40 years old.  The international community’s fears related to the year 2009’s military putsch have come true: the mayor of Antananarivo is going to alter the Constitution in order to run the presidential race. 

 

An illegally born transition, no consensus, no national unity, non recognized elections, the list might be far too long to expect for any international recognition. The next president to be elected, certainly stemming from the Rajoelina sphere can count with further diplomatic showdowns. For the sake of reducing the relevance to be granted to a non recognized president, the TGV Constitution proposes a hybrid regime, neither a presidential nor parliamentary regime, in order to look like a wee bit more democratic. 

 

Prudence is paramount for the young party still missing a real electoral base, apart from its legion of opportunists. The Rajoelina sphere absolutely must extend the almighty leader’s influence to communes. For the rest of the transition, the TGV is intending to put its grip on power by operating a decentralized and generalized putsch: elected mayors will be systematically replaced by special delegation presidents, as decided by the national conference. 

 

The participants to Ivato’s conference denied recognition to the HAT Prime minister Camille Vital as that of a consensus. This transition’s government will be labeled as consensual and inclusive for including the political parties having signed up to the agreement with the HAT. The new Prime minister will be coming from the “coast” and will not be part of the Rajoelina sphere. He will be proposing ministers stemming from the widened Rajoelina sphere’s parties. These ministers will be dismissed if they are proving to be incompetent, as recommended by the conference. 

 

As for the other institutions, the HAT national conference imposed what has previously been decided in the political agreement. The dictating authority is putting its money on defectors from the three spheres, part of which Raharinaivo Andrianantoandro, dimmed to be appointed on top of the transitional national assembly. The HAT fake senators of the HAT will no more have to vote unanimously thanks to the future superior transitional Council’s extension. The HCC, which has so far been failed to judge any of the HAT actions as unconstitutional, will be spared. There is no need to install someone else as a former AVI senator AVI on top of the State Council to block complaints against the HAT.
