The president of the HAT decided to put a government of "consensus" of his mobility in place. In order to win in legitimacy, he immediately appointed former institution leaders of the Ravalomanana regime to key positions. Andry Rajoelina is trying to implement in his way the international community's expectations.

The Transition’s institutions: Andry Rajoelina wants to lead everyone to believe in a consensus

 

The manipulation is obvious but the young chief of the transition keeps on in his strong faith. Integrating some former ministers and institution chiefs of the president Ravalomanana era might turn a so-said opened government in a government of consensus. “It is a government opened to everyone and which proves that different mobilities can work together”, affirmed Andry Rajoelina. 

Putting aside the International Contact Group’s warnings about any unilateral action, the chief of the transition is pretending to respond to his partners and financial backers’ expectations. “The international community asked for the management of the transition to be done in a consensual and inclusive way”, it recalled. 

Appointing Guy Rajemison Rakotomaharo as the transition’s vice-president, Jacques Sylla on top of the transition’s convention, picking Alain Andriamiseza, a convinced and active legalistic militant for Marc Ravalomanana, and Manorohanta Cécile, a former minister of the Rabemananjara government…so is the strategy adopted by Andry Rajoelina to prove “the openness”. 

The mobility Andry Rajoelina wants, anyway, to integrate its action in the setting of the agreements of Maputo I. “Thirty days had been given to set the transition’s institutions up, the government was the first stage, the time has come to move forward”, declared the president of the HAT.  He is, besides, referring to the international mediators’ own words: “they said themselves that they would not impose anything and that Malagasy had to find the solution by themselves”. 

Needless to say that the few 1200 résumés collected by Mahazoarivo didn’t stand the recruitment of thirteen new government ministers in a good stead. The other criterias but the technical ones, were the most relevant, namely the political colour, the belonging to a mobility, and the last but not the least, the regional balance. Being a former DJ and part of the TGV association are allegedly far more valuable than any academic graduation. 

Prime minister Monja Roindefo then had surprisingly declared that the constituted résumé database was going to be used for the recruitment of the other transitional institutions’ members. However, it will be all about merely political positions to be discussed by all mobilities. Apart from this rather alien logic, the Rajoelina mobility’s decision to choose those who will compose the institutions defined during Maputo I, is even more amazing. 

Andry Rajoelina told it, Andry Rajoelina, and no one else, decides and chooses his collaborators. He has planned a personal veto against any appointment displeasing his will. Bowing down very low is necessary to enter the circle of power, as the Rajemison Rakotomaharo or the Jacques Sylla did. 

At present, the democratic regime promised by the young putschist is completely hushed up by series of totalitarian and one-sided decisions. Against the critiques from the other mobilities, he plays the card of propaganda. “Critiques made by a minority are definitely not going to constitute a hurdle to the nation’s development”, he said. The Rajoelina mobility acquired a virtual majority by the excessive use of the word “nation”.
