The year 2011 in Madagascar had a lot of political ups and downs. The crisis developed on many foreign battlegrounds, but its settlement process agreement was signed in the end in Antananarivo on September 17th. For lack of common ground concerning this agreement´s interpretation allowed the HAT to implement it its own way. The opposition´s spheres integrated the process, although denouncing the Rajoelina regime´s unilateral policy as well as the lack of transitional national unity. The look back coming up.

2011, the crisis settlement roadmap,

By the beginning of the year 2011, Andry Rajoelina declared loud to be intending to cast elections whatever it takes, namely for longing to put an end to his transition before the end of the year. Yet, the elected mayor of Antananarivo paradoxically pushed for a personal Constitution extending his mandate on top of his transition supposed to come to an end, up to the next presidential race which he definitely intends to run. 

The mandate granted by the HCC to Andry Rajoelina following a year 2009´s putsch renamed government’s unconstitutional change, was supposed to come to an end on March 17th, 2011. 

For the sake of avoiding a far too flagrant second putsch against the Malagasy people, Andry Rajoelina took the necessary steps to recover a shadow of legitimacy: his political sphere gave in before the freshly drafted crisis settlement roadmap on March 09th, 2011. 

His Constitution must have been nationally as well as internationally rejected, mustn´t it? The signing ceremony brought besides divergences within the Ravalomanana sphere to light. 

On March 10th, the TGV junta government led by general Vital resigned in order to leave room for an alleged national unity government… new Prime minister of which was none other but Camille Vital. 

Andry Rajoelina had his grounds: only a military could keep the situation under control and keep the regime on power. Big stick policy against the opposition. March 26th, 2011, the fake national unity government is clearing for action with defectors from the Ravalomanana and Ratsiraka spheres within its ranks. 

Andry Rajoelina tackled thereupon an international crusade in quest of international recognition and support for his elections. The SADC played a deaf ear, merely France through its minister Alain Juppé obliged. Negotiations related to the signing of the roadmaps and its amendments dragged on until September. 

So, South Africa decided at last to tackle the issue. Marius Fransman´s led SADC diplomatic mission enforced a signing which finally came true on September 17th. Only the Ratsiraka mobility disengaged from the process, for remaining convinced that the crisis settlement is a matter of talks between sphere leaders. 

The Ravalomanana did sign in spite of the HAT´s opened intention to misuse the roadmap´s article 20, and arrest any exiled president ever planning to recover home soil. On September 23rd, 2011, Andry Rajoelina produced a speech in the UN´s facilities. His putsch of 2009 was ever since camouflaged by the Arabian spring. 

The new transitional president refuses to let appeasement measures to develop, as required by the roadmap and skirts around his duty behind an alleged parliament´s say, a parliament which he obviously intend to control. The national unity Prime minister was in between chosen on the rather poor proposal produced by the Zafy sphere. Omer Berizky is actually linked to the UDR, part of the TGV hard core. 

Andry Rajoelina was basically supposed to appoint the ministers chosen in a consensual way; in the end he put his own choice through. The HAT equally disintegrated the Rajoelina sphere in order to dominate the transitional parliament. 

The election of Mamy Rakotoarivelo on top of the Convention was a good cover up operation, for the Ravalomanana sphere´s delegation chief doesn’t have any real power, due to a lack of majority. 

The HAT´s unilateral policy keeps the upper hand, legitimized by the presence of an oppositional minority. By the end of 2011, the HAT´s selective and corrupted implementation of the roadmap only anchored a never ending crisis further more.
