The few days long stay of the SADC's new mediator, Joaquim Chissano, didn't permit to clarify the negotiating political parties' intentions. At least, the Ravalomanana and Rajoelina parties come to Addis Abeba with a concrete proposal.

Addis Abeba: proposals instead preconditions

 

 

The charter of the HAT is familiar to the international Contact Group’s mediators (GIC). The reason is the following: it is all about a version of the text proposed by Ouedraogo Ablassé’s mediators, adapted to the interests of the Rajoelina party. In short, the de facto transition is being reinforced, even winning some legitimacy by becoming the majority in the circumstantial institutions. 

For this to be done, the HAT wants to recover a part of the elected TIM officials for the convention. Some non critical but available government’s portfolios are proposed the to pro-Ravalomanana. The Rajoelina party doesn’t want to hear about any return of the elected president. Foreign Affairs minister Ny Hasina Andriamanjato makes the travel because the stake is the international recognition with the expected economic impacts. 

The Ravalomanana party doesn’t only want their favourite’s return but especially his return to his presidential seat. The delegation driven by Fetison Andrianirina comes to Addis Abeba to present a project of consensual and inclusive transitional charter. This one puts forward a power sharing possibility between the elected president and the one who ousted him. The assignments and the power of both figures are be to discuss. It is a neutral government of national union that will assume the management of the current business. 

Albert Zafy has achieved a “Mada Raid” to explain the stakes of the transition’s charter. The ex-president insists on the same equal footing for all parties and on the importance of the amnesty. The Zafy party bets more on a national reconciliation and on a Madagascan born solution that on the IGC’s successive mediations. His delegation’s chief Emmanuel Rakotovahiny won’t therefore fly to Addis Abeba, estimating that the party’s position is already known by the mediators and that only the dialogue after this meeting on foreign soil will prevail. 

Didier Ratsiraka played a low profile these days. In the same way, his delegation’s chief, Ange Andrianarisoa, goes easy on trips. For the Ratsiraka party, the essential is now the first stage of the political solution to the crisis: the question of sentences pronounced against political figures. In clear, the admiral wants first and foremost the amnesty prior to any consensual transition and later new elections. 

Every proposal coming of the different parties can be synthesized in a same charter to a condition: words “inclusive” and “consensual” are literally applied. Only the HAT and the Rajoelina party oppose this concerted solution, by being keen on ruling elected president Marc Ravalomanana out at any cost and on preserving its advantage toughly won by the street and the army.
