The HAT leader and his sphere succeeded in comforting their unilateral way undercover of a consensus that they imposed. The cabinet and parliament erection processes strengthened the ruling power. The roadmap is underway to its grave.

Battle for transitional institutions: Inclusiveness vs the HAT´s unilateral way

 

The national unity government is completely under control,  the parliament, completely devoted, the first stages of the implementation of the roadmap allowed Andry Rajoelina to keep full power while using the Opposition´s granted legitimacy to expect international recognition. Prime minister Omer Beriziky clearly demonstrated that he is definitely the Rajoelina sphere at the expenses of former president Albert Zafy who boosted his candidacy. 

Andry Rajoelina imposed his ministers in the key positions and turned every political deal down. The interior department, the defense, the foreign office, the finance and the justice all remain in the block. The Zafy sphere thought to have succeeded in getting the ministry of the Mines, and subsequently expected unveil the HAT´s stinking deals with the oil companies. Missed again! The ministry is a hollow place for former minister Mamy Ratovomalala is bound to become leader of the OMNIS. The strategic industries and mines management office would even be withdrawn from the ministry´s controle and connected to the HAT´s presidency.   

The three spheres longed for the transitional institutions to be erected through a strict implementation of the roadmap. The political forces were supposed to propose potential nominees for the Prime minister´s national unity cabinet. The HAT´s president was supposed to sign the appointments afterwards. Ambohitsorohitra definitely intended to have it its way though. In the end, Andry Rajoelina shaped up his government with his Prime minister Omer Beriziky. 

The appointment of parliament members did not escape the unilateral rule. The distribution of positions was dealt with the oher political forces. However, Andry Rajoelina made sure to get a comfortable majority in order to make forget that the TGV won merely one municipal election before the year 2009´s putsch. The new party has no less than 25 deputies. Its ally, the UDR has just as so many ones. On the paper, it makes less than 30 seats left to the Ravalomanana sphere. Actually, the UDR-TGV simply has 50 seats. The Rajoelina sphere´s other groups as the HPM, the AS or the MDN are entitled to 10 seats each. 

In any case, one is very far from the fair position distribution between the 4 spheres. The HAT didn’t want to hear about any reshuffle of the parliament. Its extension rather maintained the HAT´s comfortable majority, Andry Rajoelina established a new record with 600 parliamentarians for 20 million people. Without surprise, Dolin Rasolosoa, an unofficially TGV supportive general remains on top of the Superior Council of the transition. Without the Zafy nor the Ratsiraka spheres, Mamy Rakotoarivelo from the Ravalomanana sphere claims the Convention´s presidency through an expected vote shaped as political agreement. 

So the transition´s version reshaped after the SADC´s roadmap will display inclusivemess but no national unity. The Zafy sphere kept away from entering the parliament after having been fooled by the Rajoelina – Beriziky duet at the time of the erection of the cabinet. The central figure Sarah Rabeharisoa resigned, left the CST and condemned the misuse of the roadmap. The Ravalomanana sphere keeps holding on. Mamy Rakotoarivelo lost a lot and could not avoid the reduction of his sphere to observer´s role. For a lack of majority, even his position as congress president will grant him no substantial power.
