The SADC´s summit held in Luanda did not produce any other new thing concerning the Malagasy crisis´ settlement process. Leonardo Simao, the mediator, has been officially rejected in Antananarivo by the political spheres opposed to the imposed authority, for having been accused of partiality, provocation, and support of the HAT´s unilateral trend. Joaquim Chissano´s envoy´s stand is likely to jeopardize the roadmap´s very signing.

Biased or strategic mediation? Simao rejected anyway

 

 

The single roadmap to be eventually signed will be the one amended and agreed in Sandton during the SADC´s summit. In other words, Marc Ravalomanana and the other political figures currently in forced exile abroad will be allowed back home, and will be involved in the electoral democratic process. 

 

The HAT and the Rajoelina sphere have always been challenging such a thing, and keep on threatening the democratically elected president, which they reversed as an outcome of their putsch in 2009, with quite much politically motivated jail sentences. 

 

It could however be held as an incentive for the SADC´s mediation team´s latest strategy. couldn´t it? Leonardo Simao has so far seemingly been enforcing the reinforcement of the HAT power and fake national unity government. Could that possibly have been done for the sake of defining all of the HAT´s supporters and all the defectors in order to prepare Marc Ravalomanana´s come back: a come back against a clearly defined adversary? 

 

Whatever! Mediator Simao´s biased stand might certainly have other grounds than merely reinforcing Andry Rajoelina, despite the fact that both of them are speeking French. The opposition´s spheres are not appearing conciliating in between. 

 

Only the Zafy sphere responded to Leonardo Simao´s invitation, and merely in order to inquire about his presence in Madagascar while a SADC summit was developping in Luanda, and for the sake of remaining polite. 

 

Mamy Rakotoarivelo declared that the Ravalomanana sphere ignored the mediator´s invitation on purpose: “The decision concerning Madagascar is to be made clear by events in Luanda, where Mr Simao is supposed to be together with Mr Chissano”. 

 

“Leonardo Simao is pushing for confusion in Malagasy minds when continuously declaring that negotiations, mediation and government change would be over. The Transition should be tackled only by an agreed and jointly signed roadmap, but Mr Simao seemingly accepts whatever government erected long before that”. 

 

Following the explanation of the roadmap´s amendment, which expressively orders to allow its leader back home, the Ravalomanana sphere is calling upon a neutral transition. “If Andry Rajoelina remains transitional leader, the prime minister must be from the opposition”, emphasized Mamy Rakotoarivelo. 

 

“Mr Simao is a liar with the nerves to produce such ridiculous bullshit. He is merely a hindrance for the settlement process, and induces confusion into Malagasy minds instead of pushing for a long term solution. There´s no point to waste our time with him!” declared the Ravalomanana sphere´s number two. 

 

The opposition´s other spheres are, though being far less expressive, equally rejecting the SADC´s mediator. The Zafy sphere cannot catch up Dr. Simao´s presence in Antananarivo whereas Madagascar´s case is even not scheduled by the SADC summit. The Zafy sphere is suspecting a non official visit expected to pave the way for the roadmap´s signing, and requires other amendments. 

 

The Ratsiraka sphere ignored Leonardo Simao´s invitation. “It seems more relevant to collect our party´s view” emphasized Ange Andrianarisoa standing firm behind his leader. They are requiring a meeting to be held in Madagascar and involving sphere leaders of course, as well as party leaders, the civil society and even the FFKM. At least, Leonardo Simao´s presence has an unexpected side effect: contributing to the recovery of a home made settlement process
