At the time of its weekly conference with the press, the president of the constitutional Advisory Committee (CCC locally) rejected any alleged responsibility in the referendum's postponement. Florent Rakotoarisoa reiterated that his committee doesn't have the last word, while recognizing that the draft is far from ready. Some strong ideas have however already been drawn from the first 170 assessed proposals.

CCC – Referendum: “the postponement is not our mistake”

The constitutional advisory committee is going forward its way and tells it loud. According to Florent Rakotoarisoa, hurrying the pace while drawing the text meant to be the 4th republic’s basis is absolutely inconvenient. “The referendum’s postponement is not our deed “, he was anyway compelled to declare The committee is, somehow, pulling back as getting rid of the final decision prerogative concerning the result of the national dialog processed by the Raimandreny mijoro and the civil society’s coalition.  

 

“This committee won’t build the 4th republic’s constitution, we are going to have to wait for the national conference’s resolution. Even though the districts’ early talks are completed, no constitution is yet to be proposed, the national conference in quality of ultimate institution decides in the end ” declared Florent Rakotoarisoa..  

 

“Various press titles including foreign channels argued yesterday that the referendum was postponed because the constitutional advisory committee failed to present the constitutional draft to the CENI “, Florent Rakotoarisoa denied the allegation. “The referendum’s date doesn’t depend on the CCC. According to the decree which led to its creation, this committee is meant to shape the 4th republic’s constitution after and only after the national conference’s completion “, explained its president.  

 

The proposals collected by the CCC will be enhanced by various other ones stemming from the 119 early talks to be conducted countrywide. “The committee already provided the squads promoting the ” dinika santatra” with the republic’s constitution related survey as the basis of these early talks  “, explained Florent Rakotoarisoa. The CCC will, however, not be represented everywhere. “We are only nine, we cannot be everywhere in 119 districts all at a time”, said the president.  

 

172 from the 230 Constitution related proposals received by the CCC have been assessed. Florent Rakotoarisoa revealed some of the most repeated ideas, namely the yearn for a new constitution unlikely to be easily altered, or the longing for an executive power governed by constitutional rules of engagement in order to avoid the power abuses. The other big idea is the reduction of the presidential power, a symbolic president with no real power as in Germany’s case, a strong presidential regime but with a vice-president, the new Constitution is focusing on the president’s case.  

  

Florent Rakotoarisoa also mentioned the separation of church and state issues as part of the main topics. He emphatically reiterated that the CCC was not the one turning out these ideas. The committee’s filtering role is, however, nothing else but only political.
