The visit paid by the French secretary of state to Cooperation in Antananarivo is propelling France back in the crisis process. Paris, still true to the island's most Frenchy Malagasy, Andry Rajoelina, also negotiates with the other mobility leaders. Alain Joyandet has to convince one side or another to accept a consensus base, either on the HAT roadmap or on the Maputo charter.

Consensus: is France going to convince the HAT or the other mobilities?

 

In Ambohitsorohitra, Alain Joyandet listened to the HAT leader’s arguments in defense of his elections, and his unilateral management of his transition in general. The French Secretary of State to Cooperation has, on the other hand, emphatically requested the erection of a national unity as early as possible. It does necessarily not come against the Rajoelina mobility’s strategy, planning a remake of the Monja Roindefo II fake national unity government. The Vital II government is on its way. Is France going to support the dictating junta and its unilateral program, or pressure it back to the Maputo charter.  

 

Andry Rajoelina argued that the instatement of institutions pledged by the inclusive and consensual charter is no more feasible. The excuse is no more his cooperation denial. The HAT keeps on holding the erection of any national unity government as a simple reshuffle made of “some replacement of ministers”. The enforcement of implementation of the dealt Maputo charter, let alone the acceptation of Eugene Mangalaza as national unity Prime minister, cannot hold Paris’ will for granted yet.  

 

The HAT is, however, standing by its french ally to impress the other mobility leaders and make them bend over, something which would definitely hammer the last nail into the Maputo and Addis Ababa charter’s coffin. Then, here is the rub: the HAT, the political alliance to Andry Rajoelina, is allegedly longing for a home grown solution, mostly in order to reject pressure from the African Union, but France, not even an African neighbor, is welcome when it comes to supporting putsches, the HAT led ” Teny ifampierana” and the erection of its CENI.   

 

The Zafy mobility, continuously swearing by the Maputo charter is at least as so skeptical. Alain Joyandet met the professor. Shortly before, Manoro Regis, the mobility’s spokesman, translated the french Secretary of State’s visit as the confirmation of a bogging down trend. France’s involvement is, nevertheless welcome.  

 

Alain Joyandet is also intending to meet the ousted president in South Africa. Marc Ravalomanana openly did call upon France’s involvement. Paris’ stand seems to have, somehow, been altered by the exiled president’s call to pressure the dictating authorities back to the path of wisdom. Marc Ravalomanana is planning to rally the European Union to the sanctions imposed by the African Union, and consequently appears keen on blocking any of France’s eventual excessive zeal to protect its “horse”.
