The Ravalomanana party displayed evidence of concern at France's proposal put forth by the Secretary of state in charge of the French speaking countries and Cooperation. This mediation operation was aiming at enforcing a deal between the four parties, a couple of them being on the frontline. Fetison Andrianirina emphasizes the necessity to jointly manage the transition and the elections.

Crisis’ solution: the parties appearing reluctant to accept France’s deal

Was it a missed appointment or an unexpected visit necessarily not to Marc Ravalomanana’s liking? In any case, the meeting with Alain Joyandet was not on the former president’s schedule. Fetison Andrianirina, the Ravalomanana party’s delegation chief, reported that France was proposing the joint management of elections as solution to the Malagasy crisis. “The three parties are nothing against elections as the single way to the new Republic”, confirmed.

 

According to Fetison Andrianirina, the crisis is far from over since the current ruling junta is being denied recognition by the international community, as well as by a massive part of the Malagasy people. “All of the four parties jointly have to manage this transition in order to lead to a stable power” he stated. ” Now that the pending economic sanctions are knocking on the door, we have to convince the dictating authorities to recover the consensus”.

The eventuality of a two party settlement between Marc Ravalomanana and Andry Rajoelina is being assessed again. The HAT is actually not eager to complicate the situation fruther more with both of the other former presidents Didier Ratsiraka and Albert Zafy.The dictating junta is, somehow, willing to give in to the national unity idea, provided that it comes up to enlarging the formerly Monja Roindefo but now Camille Vital staff. Since such an opening has already taken place when it has been announced, the Rajoelina party would have better half the cake.

 

Bringing in division to enforce domination is the Rajoelina party holy grail: having the Ravalomanana party dropping Zafy and Ratsiraka would definitely cast the minority threat within the national unity government or any other transitional institution away. The Ravalomanana party would thus have to tackle negotiations for the inclusion of its own allies, unless they would sway towards the “other forces”. The ousted president would consequently have to deal with the African Union’s wrath for infringing on the Maputo and AddisAbaba agreements.

 

The Rajoelina party is technically not that spoilt by Alain Joyandet’s proposed deal. Paris certainly sticks to a couple of major facts pledged by the Maputo charter, namely the erection of a national unity government, and Andry Rajoelina’s nomination as transitional president. On the other hand, France is requesting the HAT to give up organizing an election of deputies in view of the constituent assembly in May 2010. Lahiniriko Jean, vice-president of the HAT immediately reacted in a negative way by ruling any attempt to drop the ” Teny ifampierana”. The Rajoelina party is still fiercely opposing any shadow of attempt to force it back from its unilateral direction to the Maputo way.
