The European union regretted Madagascar's negative move away from the consensual and inclusive transition, the single recognized way out is the recovery of constitutional order in the country.

EU: Madagascar’s suspension confirmed

The EU foreign office ministers’s cabinet meeting confirmed the sanction directed at Madagascar’s regime on June 07th, 2010. The European financial support is being suspended form now on during 12 months. The sanction is specifically directed at Andry Rajoelina’s authoritarian regime. “The EU considers the power transfer of March 17th, 2009 as an opened violation of democracy and state of right principles in Madagascar . This disguised Coup diplomatically named unconstitutional government change was allowed to breathe during 15 months since Europe provided the Malagasy authorities with the opportunity to comply with democratic principles and the recovery of constitutional order.

The HAT drops the 10th EDF and deprives Madagascar from 500 million euros for 5 years. This sacrifice seems to be a calculated risk because the ruling power is expecting to regain the European recognition and support after the erection of the 4th Republic. The bet is risky for an Andry Rajoelina relying on the allegation that neither a country nor an international organization will no more dare to deny the Malagasy people’s democratic voice. The HAT leader is more that optimistic, while enforcing his now contested roadmap.

The EU had to make the decision in response to the failure of negotiations and international mediation. The meeting of Pretoria, a French- South African attempt, was the last resort to avoid the European sanction. But Andry Rajoelina prefered to entrench in his unilateral philosophy made of dictated orders. In between, he announced an early alleged pull out from the presidential election. The declaration didn’t make the expected effect on the diplomatic field. At any rate, the authoritarian leader’s sacrifice aiming at blocking his adversaries’ come back is once again against the agreements signed in Maputo which granted everyone the chance to dare the odds through poles.

Jean Ping, the president of the African Commission conceded that the signed agreements were hard to implement, but equally disaproved the Malagasy parts’ refusal to comply with them, as especially the HAT did. “The situation in Madagascar is no positive at all”, it has declared on a French-speaking international TV channel. According to Mr Ping, the EU suspended cooperation with Madagascar because the actions are unilateral and non consensual.

The Rajoelina administration belittled the impact of the EU sanction, namely by insisting that the humanitarian support is to be maintained. “we can find money elsewhere for the sake of building roads” declared the HAT foreign minister The dictating authority recovered a puff or air coming from Asia to survive financially. It affords to challenge the international community and not to resist political or economic pressures. The Malagasy transition remains an unique case which sails on no instrument.
