For his first speech to be official, whereas he himself isn't so yet, France’s ambassador in Madagascar taught some lessons to the HAT, to the Ravalomanana regime and to the diplomatic body. Everyone will have to cope with an imposing French presence, with a conquering ambassador who feels free to berate everybody.

His quick tone and his passionate attitude recalled that ambassador Jean Marc Châtaigner refrained four long months from expressing himself. He made it his duty to respond to all attacks, rumours, hints concerning France in the context of the Madagascan crisis. “France’s position is clear, the same as that of the EU, the UNO, the AU, the SADC, the OIF, the international community,: the support to the inclusive Madagascan political solution for a return to constitutional order “.  

Jean Marc Châtaigner recalls the western countries’ diplomatic principle in general. “France doesn’t recognize governments, she recognizes the States “. Paris doesn’t intend to recognize the HAT, neither the one before it, nor the one next to it. “France recognizes Madagascar “, he said, unvolontarily throwing a mild confusion on a grammatical detail that is the present time.  

The problem between France and Madagascar would indeed be born from poor understanding and crooked interpretation. Jean Marc Châtaigner declared with a note of contempt not to give relevance to whatever literature or commentaries on the supposed position of France. 

The French ambassador pinned everybody in his speech on July 14th. He warned the HAT against its strategy to come out of the political crisis. “An entirely one-sided solution would create more problem than those it would solve “. France puts pressure on Andry Rajoelina to negotiate for an inclusive and consensual charter but wants a new constitutional order and not a return to the former one. 

The former regime has been fustigated by Jean Marc Châtaigner. Concerning France’s involvement in destabilization followed by the Coup in Madagascar, the ambassador hardened the tone and spoke of baseless hints. “These are words spoken under the influence of irritation and anger which are both bad advisors “, he temporized. He told to have accepted the personal apologies of parliamentarians and ex-ministers who reviewed their statements. 

President Marc Ravalomanana was ambassador Châtaigner’s major target. By the same time he carefully started to berate the other diplomatic representations and asked them to wonder about the international community’s position before the Madagascan crisis. “What is important is in what we do but also in what we don’t do “, he said. 

The diplomatic body would therefore be guilty of not speaking loud enough when the state privileged the monopoly, undermined the rights and to the freedom of speech. France had its “interests” effectively questioned during these latest years. According to Jean-Marc Châtaigner, Marc Ravalomanana had to be punished, unless France doesn’t punish the state and not the government.  “If the international community decided to suspend the budgetary helps earlier “, the crisis would have been avoided, protested the ambassador. The military Coup is quite excused. Everybody has caught up Sir Châtaigner’s teaching.
