The second leg of the Maputo negotiations failed to bring out the assignment of decision making posts within the Transition. The four political mobilities are expecting to meet again before September 4th, to find a solution.

Maputo II: A possible solution before September 4th

 

The second Maputo summit is part of those to be forgotten. The delegations are returning to Madagascar empty-handed. The mediators are still turning the word “failure” down because the political mobilities have made of September 4th their deadline to find a solution to the crisis. 

 

The Marc Ravalomanana, Andry Rajoelinas, Didier Ratsiraka and Albert Zafy parties should be agreeing within the next week on the names of those who will get the Transition’s decision making positions, namely those of the president, the vice-president and the Prime minister.  

 

A compromise has been brought out concerning the other organs as the national Council for Reconciliation (for the Albert Zafy mobility), the Convention (Ravalomanana mobility), the  of the Transition’s Superior Council (Rajoelina mobility) and the Social and Economic Council, assigned to the civil society. 

 

Several diagrams have been proposed at the time of the meeting in Maputo. The Andry Rajoelina mobility wants to appoint both the President and the Prime Minister. Such claim is definitely opposed by the three other mobilities. In order to make a decision, Andry Rajoelina finally put forward that his mobility needs to have consultation with its allies. So see you on September 4th! 

 

A SADC assessment mission is expected again on Madagascan soil on September 6th. The International organization will be holding its summit on the very same day, and won’t fail to assess again the Malagasy crisis.
