The ceremony started at 23:30 local time on September 16th; the signed roadmap might well not be the decisive settlement of the crisis in Madagascar, but for sure a good starting point. The issue related to Marc Ravalomanana´s recovery of home soil is far from settled. He seems confident, although the HAT is threatening him with judicial charges, could he ever return.

The signing process used to be blocked by disagreements about the roadmap´s article number 20, according to which every politically exiled figure would be unconditionally allowed back home, including president Ravalomanana. The HAT would consequently have to give pledges for their security. The Ravalomanana issue has so far been delaying the process for six months. The process is now somehow completed, the issue is however not.

Further explanations of the article 20 drew the Rajoelina sphere, or the G10, whatever, to sign. The word “unconditional” refers to the right to recover home soil. Bans are off the point. The SADC is however not supporting impunity, and not challenging the judicial independence of any of its state members. The HAT is potentially free to trial Marc Ravalomanana.

So is it potentially as a matter of fact, for the HAT remains bound by the signed document, and compelled to do whatever it takes to secure political freedom for each and every single one of these figures. The reshuffled transitional parliament is deemed to pass an amnesty bill.

The sixty four thousand dollar question is: will Marc Ravalomanana be granted amnesty? He was, as a recall, condemned by the court as an outcome of an openly political trial in the case February 7th. The presidential guard defended the presidential palace in his absence against mobs sent by an Andry Rajoelina intending to empower an insurgent government.

Marc Ravalomanana has always been denouncing the ruling power´s control over the state justice, and called upon an international investigation. He believes, the presidential guard defended an institution of the Republic, and that no order to shoot was given. The snipers secretly in position on the surrounding buildings´ roofs would have deliberately shot into the crowd in order to put the blame on the power.

President Ravalomanana decided to recover home soil as a consequence of the signing of the roadmap.”Nothing can now keep me away from coming home, this power is illegal, so is its justice. I did nothing wrong in my country”, he declared on an international radio waves. He is seemingly expecting the cancelation of his trial, and openly declares his intentions to stand at the next presidential elections: “Let´s let the Malagasy people choose”
