Monja Roindefo: the solution between Madagascans according to the HAT’s roadmap

Giving strategic and importance to the regional conferences of June 30th to July 2nd, 2009, it is the message that the authorities of the transition attempt to put across. “Madagascar’s future belongs to the Madagascans and depends on themselves “, with these words Monja Roindefo justifies the meeting. For the Prime Minister of the HAT, the strong involvement” shows the Madagascan interest in national matter “.

The chief of the transition government emphasizes this popular involvement, overlooking the boycott of the three other parties that claim the signature of a consensual transition charter unanimously before the holding of a regional or national conference. “We have a philosophy according to which Madagascar cannot be saved but by the Madagascans “, insisted Monja Roindefo.

For a purely Madagascan solution, the HAT plays on two playgrounds. First, it wants to move forward following its roadmap while organizing the regional and national conferences before calling voters to the poles.  This option seems prefered to the  long negotiation with Ravalomanana’s , Ratsiraka’s and Zafy’s parties under the international mediation of Joachim Chissano.

“We, Madagascans have to find the path to come out of the crisis “, said Monja Roindefo. The participants’ voices should therefore downgrade the other sides’ demands. By diplomatic politeness, the chief of the transition government expresses his gratitude to the international community which gave its support but emphasized that the Madagascans have to handle the matters again.

Officially, the HAT remains open to the dialog but appears more and more reluctant to the international mediation. The political events in the world these last weeks showed the trend to follow in case of Coup: restore constitutional order by reinstalling the ousted president. The government of transition speeds up to start the roadmap in order to reach the no turning back point.

The national conference will be for soon since the constitutional referendum is planned for October 2009. What’s left to know is whether the HAT will hold its promise to the EU and organize presidential elections in May 2010, five months earlier than planned. “The decision will come from the people whose representatives participate into the regional conferences “.This will not ease the mediator’s task . Negotiations must end before the HAT organizes its referendum.
