Noel Rakotonandrasana: the JSCME: replacement mediator in chief

Noel Rakotonandrasana’s ambition is the creation of a set to measure institution of his. Allegedly dismissed for misunderstood good intentions, the general is pushing for the official erection of an institution supposed to unit all Malagasy citizens, pledge security and finally settle the crisis. The Joint Superior Council for Mediation and Ethics actually exists, although being thoroughly as unofficial as unrecognized. General Rakotonandrasana is its – selfproclaimed(?) – national coordinator – for lack of being its president. The HAT mistrust and putsch suspicions would put him in a more or less credible central leading position.  

At present, the JSCME is advertising in view of an “institutional” promotion. “Talks with the present leaders are on their way, they are about to accept “, optimistically stated general Rakotonandrasana. The previous “rebel” colonel would have converted into a  mediation’s pacific disciple. “If decisions have to be made to settle the crisis, the JSCME has to make them”, he said, while adding up than whatever would be decided this way would be undisputedly implemented. This committee wants full power, doesn’t it? Its military composition will be decisive. 

According to Zaraniaina, attorney, the botanist who briefly built his fame from his alleged discovery of a remedy to AIDS, and now a member of the JSCME, talks with the HAT are going forward. “We are doing what it takes to open up the JSCME to every neutral groups”, he explained. According to this attorney, a better embedded solution will be proposed to the HAT leader who will then decide. “It is about of legislated, it is he – Andry Rajoelina – who must make an institution of this committee”.  

The JSCME is keen on insuring the official Mediation role while becoming an interface between the HAT and the other mobilities. Thus, general Rakotonandrasana is longing for imposing a long term print of his by uniting the Malagasy people, serving as mediation institution in case of crisis, or control governmental actions… His JSCME would therefore be entitled to a constitutional role as well as a running budget defined by the national finance law.  

Andry Rajoelina has tried to use the official Republic’s mediation to make up an illusion around his authority: a consensual and inclusive transition. General Rakotonandrasana is popping up at the right time. The HAT is seduced. The JSCME could well be an opportunity to deny the national reconciliation’s leading role to an adversary, in this case the former president Albert Zafy. The general’s demand for full power is, however, a cause for concern for Ambohitsorohitra, seen that this general has been fired for being suspected of planning a putsch. An umpteenth loophole from Andry Rajoelina would mean a diplomatic “no” to an officer who still has some supporters within and outside the army.
