l As being true to their personal political governance, the HAT and its government are stranded to the total shambles of March 16th 2011´s legislative elections. Prime minister Vital is drawing an excuse from the allied party´s call for the vote´s postponement. Merely in this issue, it is the second setback for the dictating authority and its government.

Postponement of the HAT`s legislative elections: an excuse following the confessed incompetence, isn´t it?

The Vital government is obviously not guilty. March 16th, 2011 was a date chosen by the TGV´s national conference. In order to boost its popularity, the HAT did not oppose it, although it wide openly breaches the law. The Vital government even forgot the official call to voters, stupidly completed three days after the alleged cabinet meeting which produced the decision.

The HAT prime minister is struggling to convince when explaining the blunder´s cause: “Ann official call to voters was issued on December 14th or 16th, in order to respect the legal 90 days separating the vote from the call”. Blunder number two: the call is legally non effective when it is merely published by private press groups; the 90 days are consequently not respected; and Vital is struggling even more about it: “well! Time for candidacy has come, hasn´t it? Are politicians actually ready or are climate related problems affecting the process?”

So why was March 16th  chosen, whereas the law is clearly forbidding any polling process in the rainy season? The CENI is not ready, the political crisis is everything but settled… Does the HAT even know about its own incentives? Its allies are now calling for the law to be respected by a postponement of the election happening to be problematic for the Vital government. The transitional congressmen are in no way against it, considering all their advantages freely granted without any popular consultation.

The TIM party´s renegades are pleased with a likely postponement: “we are pleased to have been asked about it; as defined in the new constitution, polling processes are meant to be organized during the dry season” stated Vy Vato Rakotovao. The TIM rebellious wing recognized by the HAT and its presented are not that so hurried to leave the parliamentarian suit, and have repeatedly pleaded for the postponement, allegedly in order to hold new political parameters in account, and claim the largest possible amount of support and credibility.

The Vital government and its interior ministry are proving unable to issue a decree defining the electoral process ´rules of engagement, three days after the theoretical opening of candidacy declaration times. Putting up a decent profile in face of this humiliating setback was compulsory. So came the HAT´s allied parties to the rescue, when unanimously agreeing on the need to postpone the election. The government´s incompetence is being, once again, covered up. It is actually the third electoral postponement under the HAT rule
