Once again, the SADC refrained from giving a clear stand about the political situation in Madagascar. The statement produced at the summit´s end in Windhoek is opening the door to contradictory interpretations. The HAT-TGV regime claims victory for holding out on to the fact that the mediation´s draft has not been altered. The other spheres emphasize that everything would be decided after further negotiations.

Status quo and still confrontation after the SADC Summit

May 20th, 2011 will in the end not become one of Madagascar´s historical date. The SADC noticed the evolution of the Chissano led mediation as reflected by the draft but refrained from taking a decision. The document must not be as optimal as expected. The SADC executive secretary, Tomaz Salomao, addressed an “ultimate effort to produce”. The speech sounds like everything but support since the SADC already organized” a one last chance meeting” in Pretoria without reaching any solution.    
   
The addressed effort will be the talks between the Malagasy crisis´ opposing sides. In its final statement, the Summit “asked the SADC´s president, the president of the Troika and the SADC´s mediator in Madagascar´s crisis, upon a meeting between all Malagasy decision makers “. The meeting will be held at the regional community´s head office in Gaborone, Botswana. The SADC “emphasizes the compulsory need of an opened process for the sake of providing the country with a long term solution “.     
   
The president in exile Marc Ravalomanana clearly announced his willingness to join Gaborone for ultimate negotiations. His spokesman insisted on “negotiations and the signature of what has been agreed which happens to be the long term solution of the crisis “. Andry Rajoelina said that he would come if he were invited, with a red carpet. He would come only as president of his transition and not as sphere leader.    
   
The TGV already celebrates Friday, May 20th as a victory, for believing that Dr Simao´s draft is a roadmap. According to the party which rose to central power through municipal elections in Antananarivo and through a putsch, the government Vital II reflects the opening of HAT institutions, and these are all accomplished facts pledged by the draft, and not to be disputed no more.     
   
“The SADC´s statement is controversial, but clear… the roadmap was accepted”, argued a TGV party official. “The meeting in Gaborone will provide the other spheres with the opportunity to accept the roadmap “, he declared. Rajoelina´s party solemnly invites the invited parties to sign the HAT-Simao roadmap on June 06th, 2011. The HAT and its allies are holding the so named invited parties for being the 11 political forces which signed up to the draft    
   
Fetison Andrianirina from the Ravalomanana sphere confessed his surprise at the victorious reaction of the TGV and the Rajoelina sphere. “We all have to meet in Gaborone, negotiations must go on”, he declared. The most famous political prisoner under the HAT regime is rejected the fake consensus and inclusiveness patched up by the dictating power. The draft must be discussed anew, so that a neutral transition is being empowered to organize neutral elections.
