The Raiamandreny mijoro and the civil society's coalition are getting in control. The HAT is apparently increasingly losing its grip on the crisis' settlement process. Even the electoral calendar meant to be respected whatever it would take, as wished by Andry Rajoelina, is being questionned. The political negotiation process nearly resumes from scratch. The national conference recovers the transitional priority rank.

The 100% Malagasy settlement: the Rajoelina roadmap down to the loo

Is Madagascar preparing the end of the transition of its beginning? The question does worth it since the authority’s leader, willing to put an end to his imposed regime disowned by the whole wide world in order to impose another more legal one in the fourth Republic, happens to be bogged down. The unilateral electoral project is no more very popular even though the HAT received support from France and from the Indian Ocean’s Commission. The stand to be adopted by the Raiamandreny Mijoros and civil society’s coalition in the national conference’s preparation in the run of the 4th Republic’s erection, would be likely to upset everything.

Pastor Ramino Paul, the spokesman of the Raiamandreny mijoro’s wisemen has already wiped off whatever deadline. “Setting dates is an easy thing, but it is not the most important one” he has declared. According to this former parliamentarian,”driving the Malagasy back to the path of consensus is paramount. There are still some people who don’t agree on it”, he said as referring to the way to drive thethe country out of from the crisis.

The Raiamandrenies mijoro are increasingly displaying a mediator’s profile and consequently increasingly step aside from the HAT relegated to the operational rank of the mission. They addressed the mobilities and political forces in order to find a 100% Malagasy solution to the crisis. It is a new cycle starting although the path is not yet very clear.

There is still a debate over the following choice: capitalizing Rajoelina’s will with a layer of legitimacy or thoroughly reprocess the transition. In any case, the conference as a declared objective is only a stage. The new Republic will not come true on the following day. The transitional period, be it its HAT version or an inclusive and consensual one, is going to continue.

The civil society’s coalition doesn’t want to hurl the organization of the national conference down for the simple sake of respecting the HAT calendar, first key date of which is the organization of a referendum on August 12th, 2010. Velompanahy Aristide recalled that the coalition’s mission is first and foremost the preparation the national conference and the constitutional draft. “We must also address the organization of transparent elections, and define the way to induce national reconciliation”, explained the former national education minister. “It is not going to restrict to the reconciliation, it has to   lead to a true social pact between Malagasy “.

In face of the new Malagasy mediators that it empowered, the HAT has to prepare to deal with the amnesty possibility. The HAT Justice Ministry is speeding up the exiled president’s condemnation for murder in the February 07th case, up to requiring an eluding extradition. The authority is absolutely keen on legally depriving Marc Ravalomanana from legal amnesty, and by the same way from the possibility to run elections
