Some leaks concerning the HAT famous B plan corroborated Andry Rajoelina's intended actions. Some key deadlines of a purposedly unilateral transition have been revealed. The new priority is the quest of recognition for the authoritarian regime on… national level. Compulsory step: a constitutional referendum meant to be held in August 2010.

The HAT fake B plan: controversial constitutional referendum

While tackling the implementation of its B plan, a process very much anxious for the A plan’s failure, the HAT made its duty public, namely ” the compulsory need to draw the political crisis to an earliest possible end”, as well as its incentives, ” the organisation of free, fair and transparent elections as the single way out of from the crisis”. On this account, the stake is the completion of a seemingly fairest electoral process so that the authoritarian regime someday gains international recognition. Step 1 over: the HAT has had its electoral process project validated by the Rajoelina mobility’s widened consensus debate. The political calculation spotted behind the constituent assembly project has been so much challenged that the authoritarian regime is feeling compelled to dare the referendum’s showdown. This confirmation of the 4th Republic’s constitution has not yet unveiled its stakes. Everything would depend on Andry Rajoelina’s eventual candidacy. The authoritarian regime’s young leader might have been too young to put his grip on power. Now he consequently has to manipulate law textes in order to remain in the race, the process that has particularly been criticized by the international community. Lowering  the presidential candidate’s age to 30 or 35 years would be no more necessary if Andry Rajoelina gave up the race. In this B roadmap, he is able to exclude his main rivals while preserving his chances for a better future. Complicated “constitutional” process, isn’t it? The regional conferences failed to display any decisive popular constitutional inclination to Andry Rajoelina. The process will be reset on May 07th, 2010 by a consultative constitutional Committee. It will only be granted 10 days to collect texts proposals. The national conference, meant to be started on May 2010 27th and ended on the 29th, will address the question. The HAT makes its rears secure by a long validation process meant to start on May 30th and end on June 21st. No failure allowed for this constitutional validation process. The clock is ticking for a HAT keen on drawing a poor transition to an end. Voters would be officially called to polling stations on May 11th, whereas the consultative constitutional Committee would be merely beginning to tackle its job. Thus, the constitutional referendum is supposed to take place on August 11th, 2010. It would be the first ever unilaterally organized HAT popular consultation. It would induce some legal bases to what is left of the state. The referendum will, therefore, be able to provide answers the true question: “Do you want Andry Rajoelina to run the presidential race? “. Nothing is yet to be held for granted. The HAT leader is yet to unveil his real intentions and his ambitions. His roadmap has certainly better chances to go through if its author is restricting to referree the proceedings. Anyway, the referendum will forever be undermined by its legal basis exclusively made of Andry Rajoelina’s personal and undisputed constitution, previously imposed for governmental reshuffle, and accepted worldwide only by the Rajoelina mobility and France.
