The country's "raiamandreny" and the civil society are flying to the HAT's rescue right in time to provide it with an excuse to skirt around the international mediation. Nothing is yet to be held for granted since the new national mediators announce that the negotiations and the reconciliation "must" take place.

The HAT Malagasy grown dialog, what about the mediators’ neutrality?

 

The” Raiamandrenies mijoro”(Elders standing tall) and the civil society have the same objective: gathering the political actors in order to find a negotiated solution to the crisis.Both entities are having an influence that is not to be neglected even though the HAT led political rally could jeopardize their absolute neutrality. The dialog’s basic prerogatives might actually be corrupted and turned into a way to provide the broken down roadmap with any sort of popular legitimation. The ultimate goal is the same for everyone: the 4th Republic.  

 

The” Raimandrenies mijoro”  their neutrality emphasized their neutrality towards the political mobilities and the churches, in quality of “raimandreny” speaking in the name of reconciliation and truth. “There is no other way to put an end to the crisis but opened talks about our country’s future”. This group of elders made of former politicians, clerics and traditional chiefs, promised to organize a national conference in order to collect proposals.  

 

“Jointly addressing issues in Madagascar is a good thing for all Malagasy “. This conviction of the” Raiamandrenies mijoro” would allegedly be enough to justify the boycott of Pretoria II, hence came the immediate HAT interest from. The authoritarian regime is not yet set free for so much. “We have to begin the national reconciliation process, to debate the amnesty as well as what it takes to recover international recognition “, added the “Wisemen”‘s statement. They confirmed their committment to listen and referee while outlining that ideas, and in no way people were warmly arguing.  

 

 On the other hand, the civil society is bound to direct the national proceedings, no matter whether dialogs or conferences. “The ruling power will not poke its nose in it, but only bring financial support “, argued Aristide Velompanahy. He strained to defend the movement’s neutrality which is, however, not independent. “There are no conditions, we are fully responsible “, he said, while adding that ideas will not stem from this committee  but from all of the country’s opinion forces. “We are going to gather them to talk, and make it a debate “, added the spokesman.   

 

Both civil society originated organizations are going to provide a better alternative than the HAT led meetings. A third actor will also be put in charge of collecting proposals from citizens: the recently born Constitutional Advisory Council directed by Florentine Rakotoarisoa, whose mission is to treat the proposals stemming from parties, associations and simple citizens in order to write a new constitution matching the people’s expectations, and in no way that of its leaders. This institution’s members are, however, made unreliable by their HAT origin label. In quality of prominent law experts, they ought to be able to validate changes to the fundamental law but reasonable doubts are still in for many political mobilities.
