A Cabinet meeting fully dominated by the ruling power unilaterally assigned roles and positions in the transitional convention and superior council. The Rajoelina sphere represented by the young TGV party, the UDR and the Escopol get the lion's share. Leftovers are left to the TIM party's dissidents. Despite this minor position, their mission is to provide a shadow of legitimacy to these institutions, erection of which is not recognized by their original party.

The HAT Parliament: the Rajoelina sphere undisputedly putting its grip on majority

Neither the HAT nor Andry Rajoelina officially decided a thing concerning role assignement in these transitional parliamentary institutions. The process is officially being based on a political agreement between the Rajoelina sphere and its allies. Even though the idea was to implement the institutional structure wanted by the political agreement signed by the dictatorial leader’s authority together with the three other opposition chiefs, the casting is completely different. The three parties basically in for the consensus mindset only get crumbs within the HAT parliament. The TIM party loses its legitimate majority, to be entitled to beverage management.  

 

The HAT wants to put an acceptable face up by dividing the Rajoelina sphere in several entities. Inducing division within the opposition finally reflected in a concrete example. In the transitional convention, the dissident TIM wing conducted by renegade Raharinaivo Andrianantoandro seemed well enough rewarded with 52 seats out of 256, miles away from the TIM party’s former domination with more of the three-quarters of seats in the latest democratic national assembly dissolved in the run of the year 2009’s putsch. With 

 52 deputies, just as many seats as the renegade TIM wing, the TGV is still being entitled to the lion’s share, though having proved nothing but a municipal victory in Antananarivo city. Andry Rajoelina could not expect anything else. But here is the rub, 29 places are granted to its long date ally, the Fanovana UDR and 62 places to its new ally, the Escopol. Andry Rajoelina can even afford to empower his convention’s new member by different ways. 7 of them are to be designated by the HAT presidency, and 11, by his own highness. The opposition’s three spheres will merely have 66 seats in all out of 256, not even the half of what they were entitled to expect according to the political agreements signed in Maputo and Abeba Addis.    

 

In the transitional superior Council, the HAT’s current fake senators will be remaining. Many of them will be able to stand among the designated 10 TGV and the 25 UDR members. 25 is equally the number of seats left by the HAT to the three opposition’s spheres, actually to those various wings supposed to embody them: 21 for the TIM, 2 for the Arema and 2 for the HPM, nothing consistent in an assembly made of 90 members. These breakaway wings are not recognized by their mother parties. In order to keep in grip of power while skirting around any unilateralism related criticisms, the HAT offered 18 seats to its ally, the Escopol. The HAT parliament might in the end not have a counterweight role. The inclusive and consensual transitional face is so artificial that it remains hardly believable.
